1. Pre-school education of children before admission to the 1st grade is carried out in a family or from one year before admission to the 1st grade in preschool organizations.

Enrollment of children in preschool organizations in the territory of the Republic of Kazakhstan is carried out through a single database of accounting, priority and issuance of directions through informatization facilities in the field of education.

1-1. Private educational organizations coordinate the naming of individuals and their renaming with onomastic commissions of regions, cities of republican significance and the capital.

2. Pre-school education is carried out from the age of five in the form of pre-school preparation of children for school.

Pre-school education is mandatory and is carried out in the family, preschool organizations, pre-school classes of secondary schools, lyceums and gymnasiums.

Pre-school education in state educational institutions is free of charge.

3. Admission to preschool organizations of children who have not received scheduled preventive vaccinations is carried out in accordance with the procedure established by the legislation of the Republic of Kazakhstan in the field of healthcare.

Information about the presence or absence of scheduled preventive vaccinations and medical contraindications for their implementation is provided by the medical organization at the child's place of attachment for medical care within the guaranteed volume of free medical care and (or) in the compulsory social health insurance system.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
