Article 9. Language of instruction and upbringing The Law on Education
1. The language policy in educational institutions is carried out in accordance with the Constitution of the Republic of Kazakhstan and the legislation of the Republic of Kazakhstan on languages.
2. All educational organizations, regardless of their forms of ownership, must ensure that students know Kazakh as the official language, as well as learn Russian and one of the foreign languages in accordance with the state mandatory standard of the appropriate level of education.
3. The right to receive education in one's native language is ensured by the creation, if possible, of appropriate educational organizations, classes, groups, as well as the conditions for their functioning.
The creation of appropriate educational organizations, classes, and groups with the official language of instruction is a priority.
4. The state and Russian languages are compulsory subjects included in the list of subjects during the final certification of students in secondary education institutions.
The Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III.
This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
