Article 4-2. Competence of central State and local executive bodies The Law on the State social order, the State order for the implementation of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan

Article 4-2. Competence of central State and local executive bodies The Law on the State social order, the State order for the implementation of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan

     1. Central government agencies:

     1) carry out the formation, monitoring of the implementation and evaluation of the results of the state social order in accordance with the procedure determined by the authorized body;

     2) create councils for interaction and cooperation with non-governmental organizations;

     3) provide information on the implementation of the state social order to the authorized body;

     4) post on their Internet resources the planned topics and information on the implementation of the state social order, as well as an assessment of the results of the state social order;

     5) provide information, advisory, and methodological support to non-governmental organizations that carry out state social orders;

     6) provide state grants within their competence through the operator and review the operator's report on the results of the implementation of state grants;

     7) evaluate the effectiveness of state grants with the involvement of representatives of civil society in accordance with the rules for the formation, provision, monitoring and evaluation of the effectiveness of state grants;

     8) based on the recommendations of the Coordinating Council, state grants are formed in areas and amounts of funding.;

     9) conduct a competitive selection of strategic partners and conclude contracts with them in accordance with the rules for the implementation of a state order for the implementation of a strategic partnership;

     10) evaluate the fulfillment of obligations by strategic partners in accordance with the concluded agreements and rules for the implementation of the state order for the implementation of the strategic partnership;

     11) annually, by December 1, provide the authorized body with information on the results of the state order for the implementation of the strategic partnership in accordance with the rules for the implementation of the state order for the implementation of the strategic partnership.;

     12) exercise other powers provided for by the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

     The actions provided for in subparagraphs 9) – 11) of part one of this paragraph do not apply to government agencies directly subordinate to and accountable to the President of the Republic of Kazakhstan.

     2. Local executive bodies:

     1) carry out the formation, monitoring of the implementation and evaluation of the results of the state social order in accordance with the procedure determined by the authorized body;

     2) create councils for interaction and cooperation with non-governmental organizations;

     3) provide information on the implementation of the state social order to the authorized body;

     4) post on their Internet resources the planned topics and information on the implementation of the state social order, as well as an assessment of the results of the state social order;

     5) provide information, advisory, and methodological support to non-governmental organizations that carry out state social orders;

     6) provide state grants within their competence through the operator and review the operator's report on the results of the implementation of state grants;

     7) evaluate the effectiveness of state grants with the involvement of representatives of civil society in accordance with the rules for the formation, provision, monitoring and evaluation of the effectiveness of state grants;

     8) submit for consideration by the councils for interaction and cooperation with non-governmental organizations a list of areas of government grants;

     9) based on the recommendations of the councils for interaction and cooperation with non-governmental organizations, state grants are formed in areas and amounts of funding.;

     10) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

 

 

The Law of the Republic of Kazakhstan dated April 12, 2005 No. 36.

  This Law regulates public relations arising in the process of implementing a state social order, a state order for the implementation of a strategic partnership, the provision of grants and awards to non-governmental organizations in the Republic of Kazakhstan.
