Article 9. Competence of akimats of the capital, capital, regions, cities of republican significance of the district (city of regional significance) and akim of the district in the city, city of district significance, settlement, village, rural district in the field of mobilization training and mobilization of the Law on Mobilization training and Mobilization

1. Akimats of the capital, regions, cities of republican significance within their competence:
1) ensure the implementation of measures for mobilization training and mobilization in the relevant administrative-territorial units;
2) assist local military authorities in their work in peacetime and during mobilization, participate in conducting military-economic and command-staff exercises on the territory of the relevant administrative-territorial units;
3) organize and carry out work on booking military personnel;
4) ensure the implementation of a set of measures for the transfer of state bodies and organizations within the relevant administrative-territorial units to function during the period of mobilization, martial law and during wartime;
5) organize and ensure, within the relevant administrative-territorial units, timely notification and delivery of citizens of the Republic of Kazakhstan who are subject to conscription, the supply of equipment to assembly points or military units and special state bodies, and provide, by decision of the Government of the Republic of Kazakhstan, regional (capital, city of republican significance) communal property under their management for defense needs during the period of mobilization, martial law and in wartime;
5-1) create special formations within the relevant administrative-territorial units and ensure their activities to perform tasks in the interests of the Armed Forces, other troops and military formations, special government agencies, as well as to ensure the smooth operation of the economy and the livelihoods of the population of the Republic of Kazakhstan during mobilization, martial law and during wartime;
6) develop, coordinate with the authorized body in the field of mobilization training and approve the mobilization plans of administrative-territorial units, as well as carry out mobilization training activities within the relevant administrative-territorial units;
7) for the purpose of mobilization training of the relevant administrative-territorial units, conclude agreements (contracts) with organizations for the production of goods, performance of works and provision of services for the period of mobilization, martial law and during wartime;
7-1) provide the authorized body in the field of mobilization training with information on the production, financial, and storage capabilities of organizations to establish mobilization orders.;
8) submit proposals to the authorized body in the field of mobilization training on improving mobilization training;
9) carry out measures together with government agencies to prepare the economy for the implementation of mobilization plans;
10) coordinate the mobilization plans of akimats of districts and cities of regional significance;
11) provide for the amount of financing for mobilization training and mobilization in accordance with the legislation of the Republic of Kazakhstan;
11-1) carry out explanatory work among the population on the procedure for declaring mobilization;
12) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated 16 June 1997 № 127-I.
This Law regulates public relations in the field of mobilization training and mobilization in the Republic of Kazakhstan.
