Government of the Republic of Kazakhstan:

1) provides guidance on the organization of the activities of state bodies in the field of mobilization training and mobilization;

2) excluded by the Law of the Republic of Kazakhstan dated 05/25/2020 No. 332-VI (effective ten calendar days after the date of its first official publication);

3) organizes the development and implementation of the mobilization plan of the Republic of Kazakhstan;

4) establishes the procedure for organizations to fulfill mobilization orders stipulated by the mobilization plan of the Republic of Kazakhstan;

7) organizes the development of draft laws and other regulatory legal acts of the Republic of Kazakhstan in the field of mobilization training, as well as those to be adopted with the declaration of mobilization, martial law and in wartime;

7-1) determines the procedure and decides on the withdrawal and transfer of mobilization orders in case of bankruptcy, liquidation, reorganization and changes in the profile of organizations;

7-2) approves the standards of supply to the population of the Republic of Kazakhstan in wartime;

7-3) approves the order of organization of food and trade in wartime;

8) develops measures and organizes the fulfillment of obligations contained in international treaties (agreements) of the Republic of Kazakhstan on cooperation in the field of mobilization training and mobilization;

9) conducts intergovernmental negotiations on mobilization training and mobilization;

12) annually reports to the President of the Republic of Kazakhstan on the mobilization readiness of the Republic of Kazakhstan;

13) when declaring mobilization, organizes the implementation and control of measures for the mobilization deployment of the Armed Forces, other troops and military formations, special government agencies and decisions on the transfer of the economy of the Republic of Kazakhstan to martial law;

14) establishes tasks for local executive bodies of regions (capitals, cities of republican significance) to ensure territorial defense, operational equipment of territories and conduct civil defense activities;

15) forms the Republican Commission for the reservation of military personnel and approves the rules for the reservation of military personnel;

16) organizes military-economic and command-staff exercises;

18) determines the procedure for the creation, preservation and use of the insurance fund of technical documentation for weapons and military equipment, the most important civilian products, as well as design documentation for high-risk facilities, life support systems and facilities that are national heritage; - Excluded by the Law of the Republic of Kazakhstan dated July 17, 2025 No. 213-VIII SAM

20) approves the rules for the organization of temporary transshipment areas and the scheme of their deployment;

21) approves the plan for the production of goods, performance of works and provision of services for the relevant period stipulated by the mobilization plan of the Republic of Kazakhstan;

21-1) approves the rules for the use of material assets of the state material reserve during the period of mobilization, martial law and in wartime;

21-2) manages mobilization training in the Republic of Kazakhstan;

22) determines the procedure for reimbursement by the state of the value of the property of individuals and legal entities requisitioned, as well as provided for defense needs.;

25) performs other functions assigned to him by the Constitution, laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

This Law regulates public relations in the field of mobilization training and mobilization in the Republic of Kazakhstan.
