President of the Republic of Kazakhstan:

1) issues decrees and orders on mobilization training and mobilization;

1-1) defines the main directions of the state policy in the field of mobilization training and mobilization in the Republic of Kazakhstan;

2) conducts negotiations and signs international treaties (agreements) on behalf of the Republic of Kazakhstan on cooperation in the field of mobilization training and mobilization;

3) in the event of aggression against the Republic of Kazakhstan or an immediate external threat to its security, martial law shall be imposed on the entire territory of the Republic of Kazakhstan or in its individual localities, partial or general mobilization shall be announced and the Kurultai of the Republic of Kazakhstan shall immediately inform about it.;

4) puts into effect regulatory legal acts establishing the mode of operation of state bodies and organizations during the period of mobilization, martial law and during wartime, and also terminates their operation;

4-1) excluded by the Law of the Republic of Kazakhstan dated 05/25/2020 No. 332-VI (effective ten calendar days after the date of its first official publication);

4-2) Approves the rules of mobilization training and mobilization in the Republic of Kazakhstan;

4-3) Approves the rules for assessing the mobilization readiness of government agencies, organizations with mobilization assignments and mobilization orders.;

4-4) Approves the procedure for notification of mobilization;

5) considers the annual report of the Government of the Republic of Kazakhstan on the mobilization readiness of the Republic of Kazakhstan;

6) ensures the functioning of the state in wartime;

7) exercise other powers in accordance with the Constitution and laws of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated 16 June 1997 № 127-I.

This Law regulates public relations in the field of mobilization training and mobilization in the Republic of Kazakhstan.
