Article 114. Sanitary and Epidemiological monitoring Code on the Health of the People and the Healthcare System of the Republic of Kazakhstan
1. Sanitary and epidemiological monitoring is a state system for monitoring the health of the population and the environment, their analysis, assessment and forecast, as well as determining the cause-and-effect relationships between the health of the population and the impact of the environment.
2. The objectives of sanitary and epidemiological monitoring are to obtain reliable information on the effects of the environment (chemical, physical, biological factors) on human health, to assess the effectiveness of measures taken to prevent poisoning and outbreaks of infectious, parasitic and occupational diseases, and to predict their occurrence.
3. Sanitary and epidemiological monitoring and evaluation of the effectiveness of the measures carried out are carried out in accordance with the requirements of the documents of the state system of sanitary and epidemiological rationing.
4. Sanitary and epidemiological monitoring is carried out in relation to objects and products subject to sanitary and epidemiological control and supervision, environmental objects (soil, water, air) based on the results of laboratory and instrumental studies (measurements), indicators of infectious, parasitic, non-communicable and occupational morbidity.
5. Sanitary and epidemiological monitoring is carried out by state bodies and organizations of the sanitary and epidemiological service in accordance with the procedure and with the frequency determined by the state body in the field of sanitary and epidemiological welfare of the population.
6. Sanitary and epidemiological monitoring can be carried out with a visit (to take samples from environmental objects, measurements of physical factors) and without visiting the facility. The results of sanitary and epidemiological monitoring are not grounds for conducting inspections or preventive control.
7. Sanitary and epidemiological monitoring is carried out in stages and includes:
1) collection, processing, systematization of data (digital, analytical) on the state of public health and the human environment based on the results of sanitary and epidemiological surveys of facilities subject to state sanitary and epidemiological control and supervision, using laboratory and instrumental research methods;
2) analysis and identification of cause-and-effect relationships between the state of health and the human environment, the causes and conditions of changes in the sanitary and epidemiological well-being of the population based on the results of laboratory and instrumental studies of products and objects of sanitary and epidemiological control and supervision;
3) identification of environmental factors and selection of leading indicators of health disorders for optimization of laboratory control in the system of sanitary and epidemiological monitoring;
4) in case of detection of infectious and mass non-communicable diseases (poisoning), the establishment of the causes and conditions of their occurrence and spread;
5) interdepartmental cooperation in conducting sanitary and epidemiological monitoring in order to ensure the sanitary and epidemiological well-being of the population;
6) assessment and forecast of changes in the health status of the population due to changes in the human environment;
7) identification of urgent and long-term measures to prevent and eliminate the effects of harmful factors on public health;
8) creation of information and analytical systems, networks, program materials and databases of sanitary and epidemiological monitoring of the district, city, region and republic and storage of sanitary and epidemiological monitoring data.
8. Sanitary and epidemiological monitoring data are used in the work of the sanitary and epidemiological service, local executive and other government agencies.
9. Based on the results of sanitary and epidemiological monitoring:
1) summaries, reports, recommendations, scientific forecasts, diagrams, tables describing the dynamics, direction and intensity of the development of changes are compiled.;
2) management decisions are made in order to eliminate violations of regulatory legal acts in the field of sanitary and epidemiological welfare of the population in the territory of the Republic of Kazakhstan.
10. The results of sanitary and epidemiological monitoring are posted on the official Internet resource of the state body in the field of sanitary and epidemiological welfare of the population and its territorial bodies based on the results of the first half of the year.
11. In cases of excess of morbidity rates, deterioration of indicators of the condition of controlled facilities and environmental facilities, the results of sanitary and epidemiological monitoring are submitted for consideration by interested state bodies for managerial decision-making.
