Article 355. Control and monitoring at the stage of operation of the landfill of the Environmental Code of the Republic of Kazakhstan
1. Every year, the landfill operator submits a report on environmental impact monitoring to the authorized body in the field of environmental protection.
2. The landfill operator must notify the authorized body in the field of environmental protection of the negative environmental impact identified as a result of control and monitoring, as well as coordinate with the authorized body in the field of environmental protection the nature and timing of corrective measures to be taken.
3. Control, monitoring and/or analysis should be performed by accredited laboratories.
4. The filtrate and surface water samples should be taken at representative locations. Sampling and measurement of the volume and composition of the filtrate should be performed separately at each point of the site where the filtrate is formed.
5. Gas monitoring is carried out for each section of the landfill of solid household waste in accordance with the methodology approved by the authorized body in the field of environmental protection.
6. The frequency of sampling and analysis is justified in the monitoring program attached to the environmental impact assessment.
7. The parameters to be measured and the substances to be analyzed are adjusted depending on the composition of the waste being disposed.
8. The parameters to be analyzed for samples taken from groundwater should be determined by the expected composition of the filtrate and the quality of the groundwater in the given location. In the process of selecting parameters for analytical accounting, the velocity and direction of groundwater flow must be determined. The parameters may include indicative indicators to ensure early detection of changes in water quality.
