Article 28-3. Structure and powers of the Republican Chamber of the Law on Livestock Breeding
1. The structure of the Republican Chamber consists of a collegial body, the council of the Republican Chamber and the executive body, which are jointly responsible for conducting and coordinating breeding and breeding work.
2. The collegial body is the assembly of members of the Republican Chamber, which is the highest governing body.
The collegial body determines and makes decisions on the strategic directions of development of the republican Chamber.
The collegial body is convened at least once a year. An extraordinary meeting of the collegial body may be convened at the request of at least two thirds of the total number of members of the republican chamber.
3. The Council of the Republican Chamber is elected by a collegial body for a three-year term in accordance with the charter of the Republican Chamber and represents the interests of the members of the Republican Chamber.
The council of the Republican Chamber may be re-elected by decision of the collegial body.
The composition of the Council of the Republican Chamber is annually renewed by one third, the chairman of the Council of the Republican Chamber is elected once every three years.
When forming the composition of the council of the Republican Chamber, equal regional representation is ensured.
4. The Council of the Republican Chamber carries out the general management and management of the activities of the Republican Chamber in accordance with the competence established by the laws of the Republic of Kazakhstan and the charter of the Republican Chamber.
5. The Council of the Republican Chamber includes representatives of scientific organizations of the Republic of Kazakhstan with an agricultural profile and members of the Republican Chamber.
6. The Chairman of the Council of the Republican Chamber is elected from among the members of the Council of the Republican Chamber and is approved by the collegial body.
The same person may not be elected Chairman of the Council of the Republican Chamber more than twice in a row.
7. A meeting of the Council of the Republican Chamber is appointed in accordance with the charter of the Republican Chamber.
8. Council of the Republican Chamber:
1) determines the rules of work and exercises control over the financial and economic activities of the executive body;
2) approves the budget of the Republican Chamber;
3) recommends to the collegial body the introduction of changes to the tariff policy;
4) recommends to the collegial body the candidacy of the executive director for approval;
5) exercise other powers that do not contradict the legislation of the Republic of Kazakhstan.
9. The Executive Body:
1) organizes the accounting of breeding stock, depending on the chosen direction of breeding livestock by assigning (suspending, canceling) the status of breeding products (materials) in accordance with the procedure approved by the authorized body;
1-1) organizes the accounting of breeding cattle of the meat direction of the first category and breeding cattle of the meat direction of the second category by assigning (suspending, canceling) the status of breeding products (materials) in accordance with the procedure determined by the authorized body;
2) carries out measures to determine the breeding value of breeding animals, including breeding breeding animals, in accordance with the instructions for bonification and (or) the rules for conducting an index assessment, and (or) the rules for evaluating breeding breeding animals for the quality of offspring, and (or) the rules for conducting a genomic assessment, and (or) rules for the evaluation (testing) of breeding animals based on their own productivity;
3) issues (cancels) breeding certificates for breeding products (materials) in accordance with the procedure approved by the authorized body;
4) recognizes a breeding certificate or an equivalent document issued for imported breeding products (material) by the competent authorities of exporting countries, in accordance with the procedure approved by the authorized body;
5) Excluded by the Law of the Republic of Kazakhstan dated 10.10.2022 No. 144-VII (effective sixty calendar days after the date of its first official publication).
6) maintains and publishes studbooks separately for purebred and purebred animals;
7) monitors the data of the bonus, index assessment, evaluation of breeding breeding animals for the quality of offspring, genomic assessment, evaluation (testing) of breeding animals for their own productivity, and also informs interested parties about its results.;
8) approves the breed standard in consultation with the collegial body;
8-1) maintains a register of breeding animals and submits its data to the authorized body in the form approved by the authorized body for inclusion in the republican register of breeding animals;
9) exercises other powers that do not contradict the legislation of the Republic of Kazakhstan.
10. The status assignment and issuance of a breeding certificate for breeding products (materials) are carried out by the Republican Chamber on the basis of an application from an individual and (or) a legal entity, regardless of their membership in the Republican Chamber.

This Law defines the legal, organizational and economic bases for carrying out activities in the field of breeding livestock, is aimed at preserving and increasing the gene pool of breeding animals, as well as reproducing and improving their productive qualities, regulates the activities of government agencies, individuals and legal entities engaged in the field of breeding livestock.
