Article 22. Passage of vessels across the State border in exceptional cases of the Law on the State Border of the Republic of Kazakhstan
In exceptional cases, the passage of persons and vehicles across the State Border is carried out by the relevant territorial national security authorities of the Republic of Kazakhstan together with the administration of airports or airfields, seaports or river ports, followed by notification of the relevant unit of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan in respect of:
1) aircraft performing special international flights from airports or airfields that are not international;
2) Kazakhstani and foreign aircraft operating international flights that have made forced landings in unidentified locations;
3) Kazakhstani vessels and means of transportation on ice performing international transportation, foreign (surface and underwater) vessels, foreign warships, and means of transportation on ice that made forced calls at sea and river ports (raids) of the Republic of Kazakhstan, where there are no checkpoints, approached the berths, marinas, or the Kazakh coast.

This Law regulates public relations in the field of protection of the State border of the Republic of Kazakhstan.
