Article 23. Border control at checkpoints of the Law on the State Border of the Republic of Kazakhstan
1. Border control at checkpoints is one of the types of border activities of the Border Service of the National Security Committee of the Republic of Kazakhstan.
2. Border control at checkpoints in respect of persons, vehicles, cargoes and goods includes:
1) verification of documents and persons, including through the procedure of identity verification based on fingerprint information, processing of biometric personal data, as well as interviewing persons in order to determine the legality of crossing the State Border, identify violators of the procedure for crossing the State Border, as well as identify persons in respect of whom there are restrictions on entry into the Republic established by the laws of the Republic of Kazakhstan Kazakhstan and departure from the Republic of Kazakhstan;
1-1) verification of documents and persons, including through the processing of biometric personal data, as well as interviewing persons in order to determine the legality of crossing the State Border, identify violators of the procedure for crossing the State Border, as well as identify persons in respect of whom there are restrictions established by the laws of the Republic of Kazakhstan on entry into the Republic of Kazakhstan and exit from the Republic of Kazakhstan;
2) checking the availability of permits from all regulatory authorities in order to determine the legality of the movement of vehicles, goods and goods across the State Border, to identify and prevent violations of the procedure for crossing the State Border;
3) inspection of vehicles, cargo and goods, if necessary – special (in-depth), in order to detect and detain violators of the procedure for crossing the State border;
4) inspection of persons in the presence of signs of violation of the procedure for crossing the State border;
5) escorting vehicles from State Border crossing points to checkpoints or from checkpoints to State border crossing points.
3. Border control outside the checkpoints is not allowed, except for the cases provided for in paragraph 1 of Article 19 and Articles 22 and 22-1 of this Law.
4. The standard of conduct of a serviceman of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan during border control is determined by the Chairman of the National Security Committee of the Republic of Kazakhstan.

This Law regulates public relations in the field of protection of the State border of the Republic of Kazakhstan.
