1. Activities related to the treatment of stray and neglected animals are carried out in order to:

1) prevention of situations related to the spread of particularly dangerous and contagious animal diseases, including those common to humans and animals, the carriers of which may be animals;

2) preventing harm to the health and (or) property of individuals, property of legal entities;

3) preventing damage to wildlife and their habitat;

4) providing assistance to animals in a life-threatening condition;

5) return of lost animals to their owners or responsible persons;

6) regulation of the number of stray animals in accordance with the procedure established by this Law, at the expense of budgetary funds and other sources not prohibited by the legislation of the Republic of Kazakhstan;

7) vaccination of stray animals from sources not prohibited by the legislation of the Republic of Kazakhstan.

2. Measures in the implementation of activities for the treatment of stray and neglected animals include:

1) trapping of neglected and stray animals by trapping services, as well as their accounting;

2) the maintenance of neglected and stray animals in temporary animal detention facilities or in animal shelters in accordance with the general requirements for the maintenance of animals provided for by this Law;

2-1) euthanasia in cases stipulated by Article 15 of this Law;

3) search for owners of stray animals, as well as the selection of owners for stray animals.

This Law regulates public relations in the field of responsible treatment of animals in order to protect them, ensure safety, strengthen morality and respect the principles of humanity of society in the treatment of animals, as well as protect the rights and legitimate interests of individuals and legal entities in the treatment of animals. -Excluded by the Law of the Republic of Kazakhstan dated May 19, 2026 No. 292-VIII SAM.
