Article 30. Transitional provisions The Law on Responsible Treatment of Animals
1. Suspend the operation of subparagraph 2) of Article 7 of this Law until January 1, 2025, having established that during the suspension period this subparagraph is valid in the following wording:
"2) develops and approves rules for keeping animals in animal shelters, zoological hotels, temporary animal detention facilities, animal rehabilitation centers, zoological kennels, contact zoos, mobile menageries;".
2. To suspend until January 1, 2029 the operation of paragraph 3 of Article 18 of this Law, having established that during the period of suspension this paragraph is valid in the following wording:
1) from the date of entry into force of this Law until January 1, 2025:
"3. It is not allowed to use animals in mobile menageries, mobile animal exhibitions, with the exception of exhibitions of farm animals and domestic animals, as well as dolphinariums, mobile and stationary oceanariums and contact zoos, if their maintenance and transportation do not allow for the most effective use of animals in accordance with biological, species and individual characteristics, without harming their lives. and health.";
2) from January 1, 2025 to January 1, 2029:
"3. It is not allowed to use animals in dolphinariums, stationary oceanariums, if their maintenance and transportation do not allow for the most effective use of animals in accordance with biological, species and individual characteristics, without harming their life and health.".
3. Mobile menageries, contact zoos, mobile oceanariums, mobile animal exhibitions, with the exception of exhibitions of farm animals and domestic animals, established before the entry into force of this Law, are subject to liquidation or reorganization before January 1, 2025 in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
4. Dolphinariums established before the entry into force of this Law are subject to liquidation or reorganization before January 1, 2029 in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
5. Upon expiration of the specified time limits, the persons specified in paragraphs 3 and 4 of this article who have not ceased their activities and (or) have not brought their constituent documents into compliance with the requirements of this Law, shall be liquidated in court at the request of local executive bodies of regions, cities of republican significance, and the capital.
This Law regulates public relations in the field of responsible treatment of animals in order to protect them, ensure safety, strengthen morality and respect the principles of humanity of society in the treatment of animals, as well as protect the rights and legitimate interests of individuals and legal entities in the treatment of animals. -Excluded by the Law of the Republic of Kazakhstan dated May 19, 2026 No. 292-VIII SAM.
