Article 26. Animal Shelters of the Law on Responsible Treatment of Animals
1. Animal shelters carry out their activities in accordance with this Law.
2. Animal shelters can be public or private.
3. Animal shelters may carry out activities for the temporary maintenance (placement) of pets in agreement with the owner of the animal or a responsible person, as well as the provision of veterinary and other services.
4. Animal shelters have the right to receive reimbursement from the owner of the animal or the responsible person for the costs associated with keeping the animal, as well as the cost of veterinary services if the animal needed them.
5. Officials of animal shelters are required to:
1) return the animal at the request of the owner of the animal and (or) the responsible person;
2) provide an opportunity for individuals to visit an animal shelter during working hours, with the exception of days of sanitary treatment, in accordance with the procedure established by the animal shelter;
3) take measures to prevent the reproduction of animals in an animal shelter;
4) carry out the sterilization of stray animals, with the exception of dogs, in accordance with the procedure determined by the authorized body in the field of responsible animal treatment;
5) provide treatment for a sick or injured animal, as well as preventive measures;
6) search for owners of stray animals and select owners for stray animals;
7) keep a documentary record of the admission to and departure from the animal shelter of animals, recording the individual characteristics of the animals, allowing for their identification.
This Law regulates public relations in the field of responsible treatment of animals in order to protect them, ensure safety, strengthen morality and respect the principles of humanity of society in the treatment of animals, as well as protect the rights and legitimate interests of individuals and legal entities in the treatment of animals. -Excluded by the Law of the Republic of Kazakhstan dated May 19, 2026 No. 292-VIII SAM.
