Article 9. Competence of local executive bodies in the field of responsible treatment of animals of the Law on Responsible Treatment of Animals
1. Local executive bodies of regions, cities of republican significance, and the capital in the field of responsible animal management:
1) develop rules for keeping and walking pets;
2) identify places where it is prohibited to walk pets or stay with animals for another purpose, as well as, if necessary, equip places for walking pets; - Excluded by the Law of the Republic of Kazakhstan dated July 17, 2025 No. 213-VIII SAM
3) organize information support for the activities of animal shelters and social advertising aimed at transferring animals to new owners, searching for owners of lost animals, informing about the need to sterilize pets; - Excluded by the Law of the Republic of Kazakhstan dated July 17, 2025 No. 213-VIII SAM
4) organize the accounting of pets;
5) develop rules for trapping, temporary detention and killing of animals;
6) organize the regulation of the number of stray animals; - Excluded by the Law of the Republic of Kazakhstan dated July 17, 2025 No. 213-VIII SAM
7) keep records of animal shelters;
8) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

2) organize information support for the activities of animal shelters and social advertising aimed at transferring animals to new owners, searching for owners of lost animals, informing about the need to sterilize pets;
3) organize the regulation of the number of stray animals.
1-2. Local executive bodies of districts (cities of regional significance):
1) identify places where it is prohibited to walk pets or stay with animals for another purpose, and also, if necessary, equip places for walking pets.;
2) organize information support for the activities of animal shelters and social advertising aimed at transferring animals to new owners, searching for owners of lost animals, informing about the need to sterilize pets;
3) organize the regulation of the number of stray animals.
2. Local executive bodies have the right to organize the construction and maintenance of animal shelters, to co-finance private animal shelters in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
This Law regulates public relations in the field of responsible treatment of animals in order to protect them, ensure safety, strengthen morality and respect the principles of humanity of society in the treatment of animals, as well as protect the rights and legitimate interests of individuals and legal entities in the treatment of animals.
