Article 28. The rights of public inspectors and non-profit organizations in the field of responsible treatment of animals of the Law on Responsible Treatment of Animals
1. Public inspectors have the right to:
1) to record violations in the field of responsible animal treatment with the help of audio, photo and video equipment and send relevant materials to government agencies;
2) to assist government agencies in preventing and detecting violations of the requirements of the legislation of the Republic of Kazakhstan in the field of responsible treatment of animals;
3) to participate in the work on educating the population in the field of responsible treatment of animals.
2. Non-profit organizations in the field of responsible treatment of animals have the right:
1) receive information from government agencies necessary for the implementation of their statutory goals and objectives;
2) to submit proposals on the results of public control in the field of responsible treatment of animals to government agencies;
3) request and receive information on the use of budgetary funds allocated for the needs of animals.
3. When exercising public control in the field of responsible animal treatment, public inspectors and non-profit organizations in the field of responsible animal treatment must be provided with access to the territory and premises of temporary animal detention facilities, animal shelters and other organizations engaged in animal treatment activities, in accordance with the procedure provided for by the Law of the Republic of Kazakhstan "On public control".
This Law regulates public relations in the field of responsible treatment of animals in order to protect them, ensure safety, strengthen morality and respect the principles of humanity of society in the treatment of animals, as well as protect the rights and legitimate interests of individuals and legal entities in the treatment of animals.-Excluded by the Law of the Republic of Kazakhstan dated May 19, 2026 No. 292-VIII SAM.
