Article 23. Functions of the General Staff of the Armed Forces of the Republic of Kazakhstan The Law on Defense and the Armed Forces of the Republic of Kazakhstan
1. General Staff of the Armed Forces of the Republic of Kazakhstan:
1) carries out operational and strategic planning, application and management of combat and daily activities of the Armed Forces, determines their combat strength;
2) develop jointly with other government agencies a defense plan of the Republic of Kazakhstan;
2-1) develops directives of the Supreme Commander-in-Chief of the Armed Forces of the Republic of Kazakhstan, carries out planning, training and mobilization deployment of troops;
3) develop, in coordination with the authorized body in the field of mobilization training, the mobilization plan of the Armed Forces;
4) organizes and conducts activities to maintain the combat and mobilization readiness of the Armed Forces;
5) organizes and ensures the protection and protection of the airspace of the Republic of Kazakhstan;
6) organizes and implements the interaction of the Armed Forces with other troops and military formations in the field of defense organization;
6-1) develops rules for the use of the Armed Forces, rules for the operational equipment of the territory of the Republic of Kazakhstan and rules for planning the defense of the Republic of Kazakhstan;
7) excluded by the Law of the Republic of Kazakhstan dated 13.06.2017 No. 69-VI (effective ten calendar days after the date of its first official publication);
8) coordinates the development of territorial defense plans, the actions of forces and means involved in the performance of territorial defense tasks; - Excluded by the Law of the Republic of Kazakhstan dated June 30, 2025 No. 202-VIII SAM
9) organizes and conducts the recruitment of the Armed Forces by military personnel and the reception of civilian personnel;
10) participates in the development of a plan for the operational use and interaction of the Armed Forces, other troops and military formations with the armed forces of foreign states in accordance with international treaties ratified by the Republic of Kazakhstan;
10-1) excluded by the Law of the Republic of Kazakhstan dated 05/29/2020 No. 337-VI (effective ten calendar days after the date of its first official publication);
11) carries out the placement of personnel and the assignment of military ranks, submits proposals to the Minister of Defense for appointment and assignment of military ranks according to the nomenclature.;
12) organizes current and long-term planning for the provision of the Armed Forces with the necessary types of weapons, military equipment and other material assets, their operation, safety, accounting, decommissioning and disposal, as well as plans the accumulation and deployment in peacetime of stocks of these funds for the mobilization deployment of troops;
12-1) organizes the introduction of automated military control systems in the Armed Forces;
13) develops proposals for the development of military science in the Armed Forces;
14) organizes work on the moral, psychological and ideological support of troops in order to form high combat and moral qualities among the personnel.;
15) carries out measures to ensure environmental safety and environmental protection in connection with the activities of the troops;
15-1) organizes encrypted, coded, and classified communications in the Armed Forces, protecting state secrets, and ensuring information security;
16) performs other functions in the field of planning the use and management of the Armed Forces, their interaction with other troops and military formations in accordance with the legislation of the Republic of Kazakhstan.
2. The General Staff of the Armed Forces of the Republic of Kazakhstan in wartime is a working body of the Headquarters of the Supreme High Command of the Armed Forces of the Republic of Kazakhstan.

This Law regulates public relations in the field of organization of defense and the Armed Forces of the Republic of Kazakhstan, the functions and powers of state bodies in ensuring the country's defense capability, the rights and obligations of citizens and organizations in the field of defense.
