Article 23. National Center for State Scientific and Technical Expertise The Law on Science and Technology Policy
1. In order to ensure the unity of administration, independence, transparency and publicity of the examination of scientific, scientific and technical projects and programs, as well as projects for the commercialization of the results of scientific and (or) scientific and technical activities, the Government of the Republic of Kazakhstan is establishing a National Center for State Scientific and Technical Expertise.
2. National Center for State Scientific and Technical Expertise:
1) organizes the work on the state scientific and technical expertise of scientific, scientific and technical projects and programs, projects for the commercialization of the results of scientific and (or) scientific and technical activities carried out by accredited subjects of scientific and (or) scientific and technical activities, proposed for financing at the expense of budgetary funds and (or) funds of subjects entrepreneurship, individuals and (or) legal entities;
2) organizes the work of national scientific councils and publishes information about the members of national scientific councils on its own Internet resource;
3) send the conclusions of the results of the state scientific and technical expertise and ranked lists of scientific, scientific and technical projects and programs (reports), as well as projects for commercialization of the results of scientific and (or) scientific and technical activities to the national scientific councils;
4) evaluates the results of completed scientific, scientific and technical projects and programs (reports), as well as projects to commercialize the results of scientific and (or) scientific and technical activities;
5) monitors the implementation of scientific, scientific and technical projects and programs, projects for the commercialization of the results of scientific and (or) scientific and technical activities at the stages of their implementation and completion, and sends its results to the national scientific councils;
6) ensures high-quality selection of Kazakhstani and foreign experts;
7) selects a team of experts for the examination of scientific and scientific-technical projects and programs containing information constituting state secrets from among Kazakhstani scientists in compliance with the requirements of the legislation of the Republic of Kazakhstan on state secrets;
8) provides methodological, organizational and technical support for the state scientific and technical expertise;
9) forms databases of scientific, scientific and technical projects and programs, projects for the commercialization of the results of scientific and (or) scientific and technical activities, and also implements a set of measures for the collection, processing and analysis of scientific and technical information;
10) conducts research work to improve its activities;
11) carries out state accounting of scientific, scientific and technical projects and programs, projects for commercialization of the results of scientific and (or) scientific and technical activities financed from budgetary funds, as well as from the funds of subsurface users within the framework of obligations of subsurface users in the field of science, and reports on their implementation.
3. The National Center for State Scientific and Technical Expertise has the right to:
1) request and receive information from government agencies, subjects of scientific and (or) scientific and technical activities, in accordance with the legislation of the Republic of Kazakhstan, necessary for the performance of functions and tasks assigned to it;
2) provide clarifications on issues within its competence;
3) involve other organizations, Kazakhstani and (or) foreign scientists, in accordance with the established procedure, to conduct expertise and monitor scientific research.;
4) interact in accordance with the established procedure with foreign scientific organizations;
5) to create consultative and advisory bodies in the field of scientific and technical activities;
6) to carry out activities related to the development of scientific and (or) scientific and technical activities;
7) to carry out publishing activities.
4. Financing of the activities of the National Center for State Scientific and Technical Expertise is carried out at the expense of budgetary funds.
This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
