The withdrawal of irrigated agricultural lands, lands of experimental fields of scientific research and educational institutions of agricultural, biological, irrigation and reclamation, fisheries, forestry and water resources is allowed in exceptional cases related to the creation and expansion of specially protected natural territories, the fulfillment of international obligations, the discovery of valuable mineral deposits under the site, the construction and operation of strategic water management and hydraulic engineering structures, other protective structures against mudflows, avalanches, landslides and the expansion of the network of seismological stations, the construction of roads, facilities for the use of renewable energy sources (with the exception of forest lands), power transmission lines, communication lines and main pipelines, engineering and communication networks for public use in settlements, as well as facilities of national importance, in the absence of other options for their possible placement.
