About additional benefits for the disabled, participants of the Great Patriotic War, internationalist soldiers, and families of deceased servicemen

In recent years, the level of social and material support for war veterans, parents and widows of soldiers who died fighting for their homeland and while fulfilling their international duty has increased.
At the same time, republican and local authorities, heads of enterprises and organizations do not fully take care of improving the living conditions of war veterans, allow a callous attitude to their needs and requirements, and poorly implement government resolutions adopted in recent years to radically improve housing and medical services.
In order to further improve the living conditions of war veterans and families of fallen soldiers and in connection with the 45th anniversary of the Victory of the Soviet People in the Great Patriotic War, in addition to the benefits established by the Decree of the Council of Ministers of the USSR dated April 14, 1990 "On events in connection with the celebration of the 45th anniversary of the Victory of the Soviet People in the Great Patriotic War":
In 1990, the Council of Ministers of the Kazakh SSR, ministries and departments, regional executive committees, Alma Ata and Lenin city executive committees, enterprises and organizations should provide living space for disabled people and war veterans in 1991, as well as persons equated to them, families of deceased servicemen standing in line on January 1, 1990.
To exempt participants of the Great Patriotic War, internationalist soldiers and the families of deceased servicemen from the rent. Extend the benefits provided for the disabled of the Great Patriotic War in terms of payment for utilities (heating, plumbing, gas and electricity) to participants of the Great Patriotic War and soldiers-internationalists. To grant participants of the Great Patriotic War the right to receive state and departmental houses and apartments in which they live, free of charge, into their personal property.
In 1991, the Alma Ata City Executive Committee began construction of the republican clinical hospital for the disabled of the Great Patriotic War and international soldiers. Before the completion of its construction, the building of the first city hospital with 760 beds should be transferred to accommodate the hospital.
The Council of Ministers of the Kazakh SSR should extend to participants of the Great Patriotic War and soldiers-internationalists the monetary rate of expenses for food and purchase of medicines per patient per day in hospitals (departments and wards of hospital institutions and dispensaries) established for the disabled of the Great Patriotic War.
To ensure that during 1990 the apartments of invalids of the Great Patriotic War, families of deceased servicemen and persons equated to them in accordance with the established procedure are telephoned, and during 1991 the apartments of participants of the Great Patriotic War and soldiers-internationalists.
To allocate 1,500 passenger cars from the 1990 market fund for sale for personal use for the disabled, participants of the Great Patriotic War and soldiers-internationalists.
Ensure that the necessary funds are allocated for the purchase and delivery of commemorative gifts worth up to 100 rubles to the participants of the Great Patriotic War, as well as determine the procedure for allocating funds for these purposes in self-financing enterprises and budget organizations. The Council of Ministers of the Kazakh SSR, ministries, departments, regional executive committees, Alma Ata, Lenin city executive committees should take additional measures to implement this Decree.
