About the jubilee medal in commemoration of the 65th anniversary of Victory in the Great Patriotic War of 1941-1945

In commemoration of the 65th anniversary of the Victory in the Great Patriotic War of 1941-1945, paying tribute to the feat, heroism and dedication of war veterans and home front workers,
I DECREE:
1. To establish the jubilee medal "1941-1945 zh. Uly Otan sogysyndagi Zheniske 65 zhyl".
2. To approve the attached: 1) The Rules for awarding the jubilee medal "1941-1945 zh. Uly Otan sogysyndagy Zheniske 65 zhyl" (hereinafter - the Rules); 2) the description of the jubilee medal "1941-1945 zh. Uly Otan sogysyndagy Zheniske 65 zhyl".
3. To award the jubilee medal "1941-1945 zh. Uly Otan sogysyndagi Zheniske 65 zhyl" to veterans of the Great Patriotic War, home front workers and other persons in accordance with the Rules.
4. This Decree shall enter into force from the date of publication.

The rules for awarding the jubilee medal "1941-1945 zh. zh. Uli Otansogysyndagi Zheniske 65 zhyl"
1. These Rules regulate the procedure for awarding the jubilee medal "1941-1945 J.zh. Uly Otan sogysyndagi Zheniske 65 zhyl" (hereinafter referred to as the jubilee medal).
2. The jubilee Medal is awarded to: military personnel who served in military units, headquarters and institutions that were part of the active army and navy during the Great Patriotic War, as well as during other combat operations to protect the former USSR, partisans and underground fighters of the Great Patriotic War; military personnel of the active army and navy, partisans and underground fighters of the Great Patriotic War, as well as workers and employees of the relevant categories who became disabled as a result of wounds, contusions, mutilations or diseases received during the Great Patriotic War at the front, in the area of military operations, on the frontline sections of railways, on the construction of defensive lines, naval bases and airfields, and equivalent in terms of pension provision to military personnel; military personnel who have become disabled as a result of injury, contusion, or injury sustained in the defense of the former USSR or as a result of illness associated with being at the front; persons commanding and enlisted personnel of the internal affairs and state security bodies of the former USSR who have become disabled as a result of injury, contusion, injury, or as a result of illness associated with being at the front; persons from among the fighters and commanders of fighter battalions, platoons and people's protection units operating in the period from January 1, 1944 to December 31, 1951 on the territory of the Ukrainian SSR, Byelorussian SSR, Lithuanian SSR, Latvian SSR, Estonian SSR, who became disabled as a result of wounds, contusions or injuries sustained in the line of duty in these battalions, platoons, and detachments; military personnel, as well as persons commanding and enlisted personnel of the internal affairs and state security bodies of the former USSR, who served during the Great Patriotic War in cities whose participation in the defense was counted until January 1, 1998 in the length of service for the appointment of pensions on preferential terms established for military units of the active army.; personnel of the Soviet Army, Navy, troops and bodies of internal affairs and state security of the former USSR who held staff positions in military units, headquarters, institutions that were part of the active army during the Great Patriotic War, or who were in the corresponding periods in cities, participation in the defense of which counted up to 1 January 1998, for seniority in order to receive a pension on preferential terms established for military personnel of active army units; persons who, during the Great Patriotic War, were part of units, headquarters and institutions that were part of the active army and navy, as sons (pupils) of regiments and young men; persons who took part in hostilities against Nazi Germany and its allies during World War II on the territory of foreign countries as part of the partisan detachments, underground groups and other anti-fascist formations; employees of special formations of the People's Commissariat of Railways, the People's Commissariat of Communications, the floating staff of fishing and transport vessels and the flight crew of aviation, the People's Commissariat of the Fishing Industry of the former USSR, the marine and river fleet, the flight crew of the Main Northern Sea Route, transferred during the Great Patriotic War to the position of military personnel and performed tasks in the interests of the army and fleets within the rear borders of the active fronts, operational zones of fleets, as well as crewmembers of ships of the transport fleet, interned at the beginning of the Great Patriotic War in ports of other countries; citizens who worked during the siege of Leningrad in enterprises, institutions and organizations of the city and were awarded the medal "For the Defense of Leningrad" and the badge "Resident of besieged Leningrad"; former minor prisoners of concentration camps, ghettos and other places of forced detention created by the Nazis and their allies in the period of the Second World War; persons who worked for at least six months between June 22, 1941, and May 9, 1945, excluding the period of work in territories temporarily occupied by the enemy.
3. Lists of citizens awarded the jubilee medal are compiled and approved in the following order: lists are compiled in form No. 1 according to Appendix 1 to these Rules for citizens from among the persons specified in paragraph 1 of these Rules; by the central offices of the National Security Committee, the Ministry of Internal Affairs, the Ministry of Defense, the Republican Guard, the Security Service By the President of the Republic of Kazakhstan - to persons registered with these bodies; by local executive bodies - at the place of residence. The lists are signed by the officials responsible for their compilation and approved by the heads of central state and local executive bodies. The responsibility for the correctness of the lists lies with the heads of the authorities.
4. The presentation of the jubilee medal "1941-1945 J.zh. Uly Otan sogysyndagi Zheniske 65 zhyl" is carried out on behalf and on behalf of the President of the Republic of Kazakhstan. The medal is awarded at the place where the awardees are included in the list. Together with the medal, the awardee is presented with a certificate of the established pattern. 5. The jubilee medal "1941-1945 zh. Uly Otan sogysyndagi Zheniske 65 zhyl" is worn on the left side of the chest and is located after the jubilee medal "1941-1945 zh. Uly Otan sogysyndagi Zheniske 60 zhyl".
6. An appropriate entry shall be made in the list for awarding the jubilee medal. Non-returned medals and certificates to them are returned to the Order's Storeroom of the Office of the President of the Republic of Kazakhstan with an indication of the reasons for the return, which is marked accordingly in the lists. The central state and local executive bodies shall submit information on the awards of the jubilee medal in form No. 2 in accordance with Appendix 2 to these Rules to the Office of the President of the Republic of Kazakhstan by July 1, 2010.

The jubilee medal "1941-1945 zh. Uly Otan sogysyndagi Zheniske 65 zhyl" is made of brass, has the shape of a circle with a diameter of 32 mm. On the obverse of the medal is an image of the Order of Glory of the first degree, between the lower rays of the star are the numbers "1945-2010". On the reverse side of the medal in the center there is an inscription: "1941-1945 zh. Uly Otan sogysyndagi Zheniske 65 zhyl". The edges of the medal are bordered by a rim. All the images, inscriptions and numbers on the medal are in relief. The medal is connected by means of an eyelet and a ring to a pentagonal block covered with a red silk moire ribbon. The width of the tape is 24 mm. There are five stripes in the middle of the ribbon: three black and two orange, each 2 mm wide. The extreme black stripes are bordered by orange stripes 1 mm wide. The medal is attached to the clothes with a pin.
