1. When forming the tariff, the following methods of tariff regulation of the spheres of natural monopolies are used:

1) Costly;

2) Stimulating;

3) indexing;

 4) determination of the tariff based on the concluded public-private partnership agreement.

2. The method of tariff regulation of the sphere of natural monopoly is applied if the following conditions are met in combination:

1) the economic and technological readiness of the natural monopoly entity to apply the appropriate method of tariff regulation of the sphere of natural monopoly;

2) preventing the imposition of duties on the natural monopoly entity and consumers that cannot be fulfilled by them.
