1. An expert organization established by decision of the Government of the Republic of Kazakhstan in the organizational and legal form of a republican state enterprise on the right of economic management, subordinate in its activities to the authorized body:

1) conducts a preliminary examination of applications for breeding achievements;

2) registers breeding achievements in the State Register of Breeding Achievements and issues protection documents and their duplicates, carries out the cancellation and early termination of patents;

3) registers in the State Register of Breeding Achievements the transfer of an exclusive right, the granting of the right to use a breeding achievement, an open or compulsory license;

4) maintains the State Register of Breeding Achievements and a bulletin and posts them on its Internet resource;

5) provides extracts from the State Register of Breeding Achievements;

6) publishes information related to the registration of breeding achievements in the bulletin.;

7) searches for information about registered breeding achievements based on requests from interested parties;

8) considers applications for breeding achievements in accordance with international treaties ratified by the Republic of Kazakhstan;

9) carries out other types of activities not prohibited by the legislation of the Republic of Kazakhstan.

2. The expert organization, in coordination with the authorized body, approves prices for services in the field of protection of breeding achievements, subject to full reimbursement of the costs incurred by this organization for their provision, break-even of its activities and financing from its own income.
