The following types of project expertise belong to the state monopoly:

1) comprehensive urban planning expertise of urban development projects;

2) comprehensive non-departmental expertise of construction projects for:

construction of new buildings and structures, reconstruction, expansion, modernization, technical re-equipment and major repairs of construction facilities, their complexes, engineering and transport communications related to the first level of responsibility, regardless of sources of financing;

construction of new buildings and structures, reconstruction, expansion, modernization, technical re-equipment of construction facilities belonging to the second level of responsibility, regardless of sources of financing;

construction of new buildings and structures related to the third level of responsibility, financed by public investments;

construction projects classified as classified or marked "for official use";

typical projects.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
