1. Expert organizations conduct comprehensive non-departmental expertise of construction projects for:

major repairs of existing construction facilities, their complexes, engineering and transport communications related to the second level of responsibility, regardless of the sources of financing;

major repairs of existing construction facilities, their complexes, engineering and transport communications, reconstruction, expansion, modernization, technical re-equipment of construction facilities related to the third level of responsibility, financed by public investments;

construction of new buildings and structures, reconstruction, expansion, modernization, technical re-equipment and major repairs of existing construction facilities, their complexes, engineering and transport communications related to the third level of responsibility, financed by private investments.

Expert organizations carry out procedures and operations for conducting a comprehensive non-departmental examination of a construction project at the portal site to organize the development and examination of projects based on the "one-stop shop" principle in accordance with the procedure established by the authorized body for architecture, Urban planning and construction.

2. Expert organizations have the right to conduct an expert examination of the complete set of documents for the construction project as a whole or for individual sections (parts) of the construction project with the issuance of local expert opinions in accordance with the procedure determined by the authorized body for architecture, urban planning and construction.

Local expert opinions on individual sections (parts) of the construction project are not grounds for approving the construction project as a whole, but are used as part of a consolidated expert opinion.

3. Comprehensive non-departmental expertise of construction projects that are not classified as a state monopoly is carried out by expert organizations.

4. Expert organizations may not engage in activities other than those provided for in this Code.

5. Expert organizations provide consulting services in the field of design on construction projects provided for in paragraph 1 of this article.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
