1. Persons held in special institutions, special premises, guardhouses, and premises for temporary detainees shall enjoy the rights and freedoms, as well as bear the duties established for citizens of the Republic of Kazakhstan, subject to the restrictions provided for by the Constitution and laws of the Republic of Kazakhstan.
2. Foreigners and stateless persons held in special institutions and special premises enjoy the rights and freedoms, as well as bear the duties established for citizens of the Republic of Kazakhstan, unless otherwise provided for by the Constitution, laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.

This Law defines the legal basis for the activities of special institutions and special premises that legally provide temporary isolation from society, and also establishes the rights and obligations of the persons contained therein.
