Article 63. Exemption from administrative responsibility and administrative penalty on the basis of the amnesty act of the Code of the Republic of Kazakhstan on Administrative Offenses
1. A person who has committed an administrative offense may be released from administrative responsibility or an administrative penalty imposed on the basis of an amnesty act if the said act eliminates the application of an administrative penalty. When applying the amnesty act, the consent of the offender and the victim (if any) is not required.
2. An amnesty act is issued by the Kurultai of the Republic of Kazakhstan in respect of an individually unspecified group of persons.
