Authorized body:

1) on the basis of and in pursuance of the main directions of the internal and foreign policy of the state, defined by the President of the Republic of Kazakhstan, and the main directions of the socio-economic policy of the state, its defense capability, security, and public order, developed by the Government of the Republic of Kazakhstan, forms and implements state policy in the field of protection and use of objects of historical and cultural heritage in accordance with with the legislation of the Republic of Kazakhstan;

2) monitors the condition of historical and cultural monuments of international and national importance and ensures their safety;

3) sets the rental rates for the use of historical and cultural monuments owned by the Republic;

4) recognizes an object of historical and cultural heritage and (or) a monument of history and culture of local significance as historical and cultural monuments of national significance and includes them in the State List of Historical and Cultural Monuments of National Significance based on the conclusion of the historical and cultural expertise and the recommendation of the special commission on historical and cultural heritage;

5) deprives a monument of history and culture of national significance of its status and excludes it from the State List of Historical and Cultural Monuments of National significance on the basis of the conclusion of the historical and cultural expertise and the recommendation of the special commission on historical and cultural heritage;

6) approves the State List of Historical and Cultural monuments of local importance;

7) coordinates projects of scientific and restoration work on historical and cultural monuments, economic and other activities in the territories of historical and cultural monuments of international and national importance and their protected areas;

8) forms a preliminary list of the world cultural heritage of the Republic of Kazakhstan from among historical and cultural monuments;

11) coordinate the provision of historical and cultural monuments of international and national significance, which are state property, as well as historical and cultural monuments of local significance, which are republican property;

12) coordinates the relocation and modification of a historical and cultural monument;

13) carries out intersectoral coordination in the field of protection and use of objects of historical and cultural heritage;

14) develops and approves rules for identifying, recording, granting and depriving status, displacement and modification, monitoring the condition and modification of the category of historical and cultural monuments;

15) develops and approves rules for the provision of historical and cultural monuments for use and access to them;

16) develops and approves the rules for issuing security obligations;

17) develops and approves the rules for determining the protected zone, the zone of regulation of development and the zone of the protected natural landscape of the monument of history and culture and the regime of their use;

18) develops and approves the rules and conditions for scientific restoration work on historical and cultural monuments;

19) develops and approves the rules and conditions for the implementation of archaeological work;

20) develops and approves the rules for the installation of monumental art structures;

21) develops and approves the rules for the installation of memorial plaques;

22) develops and approves standards for the performance of scientific and restoration work on historical and cultural monuments;

23) develops and approves the qualification requirements and conditions for licensing scientific and restoration work on historical and cultural monuments and (or) archaeological work;

24) develops and approves rules for the protection and use of historical and cultural monuments;

24-1) develops and approves regulatory legal acts in the field of protection and use of objects of historical and cultural heritage in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

25) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.
