Article 17. Obligations of owners and users of Historical and Cultural Monuments of the Law on the Protection and Use of Objects of Historical and Cultural Heritage

1. Owners and users of historical and cultural monuments carry out activities for their preservation and are obliged to comply with the conditions of maintenance of a historical and cultural monument by:

1) taking measures to ensure the preservation of historical and cultural monuments;

2) ensuring access to the historical and cultural monument for scientific, educational, tourist, informational and educational purposes in accordance with the procedure and within the limits established by agreements with local executive bodies of regions, cities of republican significance, the capital, except for the cases provided for in the second part of Article 16 of this Law.

2. The owners of historical and cultural monuments are obliged to notify the local executive bodies of regions, cities of republican significance, and the capital of any proposed or accomplished changes in ownership rights.

3. The conditions of maintenance of historical and cultural monuments by owners and users of historical and cultural monuments are fixed in a security obligation issued by local executive bodies of regions, cities of republican significance, and the capital.
