Article 4. Customs legislation of the Republic of Kazakhstan of the Code on Customs Regulation in the Republic of Kazakhstan
1. The customs legislation of the Republic of Kazakhstan is based on The Constitution of the Republic of Kazakhstan and consists of:
1) of this Code;
2) regulatory legal acts, the adoption of which is provided for by this Code.
If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in this Code, the rules of the international treaty shall apply.
2. If there is a contradiction between this Code and other legislative acts of the Republic of Kazakhstan, the norms of this Code shall apply for the purposes of customs regulation. It is prohibited to include norms regulating customs relations in the non-customs legislation of the Republic of Kazakhstan, except in cases provided for by this Code.
3. Customs legal relations related to the procedure for carrying out administrative procedures are regulated by the Administrative Procedural Code of the Republic of Kazakhstan in the part not regulated by this Code.
