On establishing the values of learning outcomes for persons who have completed their studies in educational institutions under the President of the Republic of Kazakhstan under postgraduate education programs and in educational institutions under higher and (or) postgraduate education programs to occupy administrative government positions in the "B" building without holding a competition

In accordance with sub-paragraphs 4) and 5) of paragraph 6 of Article 28 of the Law of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan", I ORDER:
1. To establish the values of learning outcomes for persons who have completed their studies in educational institutions under the President of the Republic of Kazakhstan under postgraduate education programs and in educational institutions under higher and (or) postgraduate education programs to occupy administrative government positions in building "B" without a competition in accordance with the annex to this order.
2. To invalidate the Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs dated February 11, 2023 No. 38 "On establishing the values of learning outcomes provided to persons who have completed their studies in educational institutions and educational institutions under the President of the Republic of Kazakhstan within the framework of the state order for higher or postgraduate education programs, the possibility of holding administrative government positions in Building B without holding a competition" (registered in the Register of State Registration of Regulatory Legal Acts under No. 31904).
3. The Department of Training and Admission to the Civil Service of the Agency of the Republic of Kazakhstan for Civil Service Affairs, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Agency of the Republic of Kazakhstan for Civil Service Affairs after its official publication.
4. Control over the execution of this order is entrusted to the Deputy Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs, who oversees civil service issues.
5. This order shall enter into force after the date of its first official publication and shall apply to legal relations that have arisen since July 1, 2026.

The results of the training of persons who have completed their studies at educational institutions under the President of the Republic of Kazakhstan under postgraduate education programs to occupy administrative government positions in Building B without a competition in coordination with the authorized body for civil service affairs (hereinafter referred to as the authorized body) or its territorial subdivision within two years after graduation are at least the following values:
