About the State Prize for Peace and Progress of the First President of the Republic of Kazakhstan – Elbasy

This Law regulates relations related to the encouragement by the President of the Republic of Kazakhstan of persons who have made a special contribution to the development of democracy and social progress, for strengthening peace and friendship between peoples.

Article 1

1. This Law establishes, in accordance with Article 2 of the Constitutional Law of the Republic of Kazakhstan dated July 20, 2000 "On the First President of the Republic of Kazakhstan – Elbasy", in commemoration of the special merits of the First President of the Republic of Kazakhstan – Elbasy to the Fatherland, the State Prize for Peace and Progress of the First President of the Republic of Kazakhstan – Elbasy (hereinafter – the State Prize).

2. The State Prize is awarded annually by the President of the Republic of Kazakhstan to citizens of the Republic of Kazakhstan and foreigners:

for the development of democracy and social progress;

for active work aimed at strengthening peace and friendship, mutual trust between peoples, equality and equal security in interstate relations;

for his special contribution to the establishment of social, interethnic and interfaith harmony, strengthening the unity of the multinational people of the Republic;

for deep journalistic works that form respect for the culture and historical traditions of the nations and nationalities of Kazakhstan.

3. The State Prize may be awarded to domestic, international and foreign organizations.

Article 2

1. Persons awarded the State Prize are awarded the title of "Laureate of the State Prize for Peace and Progress of the First President of the Republic of Kazakhstan – Elbasy", a diploma, a badge, a certificate and a monetary reward are awarded.

2. The State Prize is awarded in a solemn ceremony by the President of the Republic of Kazakhstan.

Article 3

The state prize may be awarded to several applicants at the same time, in which case its monetary part is divided equally between them. Repeated awarding of the State Prize is not allowed.

Article 4

The following persons have the right to be nominated for the State Prize::

Committees of the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan;

Government of the Republic of Kazakhstan;

government bodies directly subordinate to and accountable to the President of the Republic of Kazakhstan;

akims of regions (cities of republican significance and the capital) in coordination with maslikhats;

domestic, foreign and international organizations.

Article 5

1. The regulations on the State Prize, the number and size of the prize, as well as the composition of the commission for its award are approved by the President of the Republic of Kazakhstan upon the proposal of the Government of the Republic.

2. The description of the diploma of the State Prize winner, the badge and the certificate are approved by the Government of the Republic in consultation with the President of the Republic of Kazakhstan.
