I DECREE: 1. To approve the attached draft Statement of the Republic of Kazakhstan on the recognition of the competence of the Committee against Torture provided for in articles 21 and 22 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment of December 10, 1984. 2. To the Minister of Foreign Affairs of the Republic of Kazakhstan, Marat Mukhanbetkazievich Tazhin, to sign on behalf of the Republic of Kazakhstan the Declaration of the Republic of Kazakhstan recognizing the competence of the Committee against Torture provided for in articles 21 and 22 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment dated December 10, 1984. 3. The Ministry of Foreign Affairs of the Republic of Kazakhstan shall ensure that the signed Application is deposited with the Secretary-General of the United Nations. 4. This Decree shall enter into force from the date of signing.

The declaration of the Republic of Kazakhstan on the recognition of the competence of the Committee against Torture provided for in articles 21 and 22 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment and Punishment dated December 10, 1984
In accordance with paragraph 1 of article 21 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, done in New York on December 10, 1984, the Republic of Kazakhstan hereby declares that it recognizes the competence of the Committee against Torture, in accordance with the provisions set out in article 21, to receive and consider communications concerning allegations of one State Party that the Republic of Kazakhstan is not fulfilling its obligations under this Convention.
In accordance with paragraph 1 of article 22 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, done in New York on December 10, 1984, the Republic of Kazakhstan hereby declares that it recognizes the competence of the Committee against Torture, in accordance with the provisions set out in article 22, to receive and consider communications from persons who are persons under its jurisdiction who claim to be victims of violations by the Republic of Kazakhstan of the provisions of the Convention, or such reports received on their behalf.
