Article 80. Accident management plan The Law on Civil Protection
1. An accident response plan is being developed at a hazardous production facility.
2. The disaster management plan provides for rescue measures, actions by managers and employees of a hazardous production facility, and professional emergency services in the field of industrial safety.
3. The accident management Plan contains:
1) the operational part;
2) the distribution of responsibilities among employees involved in the elimination of accidents, the sequence of actions;
3) a list of officials and institutions notified in the event of an accident and involved in its liquidation.
4. The accident management plan is approved by the head of the organization operating the hazardous production facility and coordinated with the professional emergency rescue service in the field of industrial safety.

Article 81. Training alarms and emergency training
1. Training alarms and emergency drills are conducted at a hazardous production facility according to a plan approved by the head of the organization.
The organization operating a hazardous production facility shall inform the territorial subdivision of the department of the authorized body in the field of industrial safety in writing about the conduct of training alarms no later than ten working days before the date of their conduct.
2. The training alert is conducted by the technical head of the organization operating a hazardous production facility, together with representatives of the territorial division of the department of the authorized body in the field of industrial safety and professional emergency services in the field of industrial safety.
Emergency response training is conducted with employees for each position of the accident response plan.
3. The results of the training alert and emergency training are formalized by an act. Control over the execution of the proposals set out in the act is entrusted to the head of the organization operating the hazardous production facility.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
