1. During the liquidation of emergency situations, on the basis of a decision of the head of the liquidation of emergency situations, transport of individuals and legal entities (with the exception of representative offices of foreign states and international organizations with diplomatic immunity) may be used to carry out work related to the liquidation of emergency situations. Reimbursement of expenses for the use of transport by individuals and legal entities to perform work related to the elimination of emergency situations is carried out in accordance with the procedure determined by the Government of the Republic of Kazakhstan.

2. During the liquidation of emergency situations, authorized state bodies shall ensure that the emergency response manager has limited access to the unified digital system of state registration of vehicles and the unified automated management system for the branches of the agro-industrial complex.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
