1. Excluded by the Law of the Republic of Kazakhstan dated 05.07.2011 No. 452-IV (effective from 13.10.2011).

2. To prevent or eliminate systemic accidents, the system operator uses the reserves of any energy-producing organizations (both for loading and unloading the generated capacity), regardless of the form of ownership, and autonomous power sources for consumers.

3. If necessary, to change the generated capacity of hydroelectric power plants in order to prevent or eliminate emergency violations, the system operator has the right to promptly make changes to the approved schedules of water flow through hydroelectric power plants to use the regulating capacity of hydroelectric power plants.

At the same time, the owner (owner) of a hydroelectric power plant is obliged to notify the basin water inspectorate for the protection and regulation of the use of water resources about the time, duration and expenditure of water discharged in excess of the approved schedule within three calendar days after making changes to the approved schedules of water consumption through hydroelectric power plants.

4. If an imbalance occurs that is not covered by the balancing electric energy market in order to maintain the regulatory frequency of electric current in the unified electric power system of the Republic of Kazakhstan, the system operator has the right to purchase and sell electric energy.

This Law regulates public relations arising in the process of production, transmission and consumption of electric energy.
