1. In the event of natural and man-made emergencies, the requisition is carried out in accordance with the action plan for the elimination of local emergencies and their consequences, approved by local executive bodies.

2. When a state of emergency is imposed in areas of natural and man-made emergencies, requisition is allowed on the basis of and in accordance with the decree of the President of the Republic of Kazakhstan on the introduction of a state of emergency for carrying out necessary rescue and emergency recovery operations.

3. Requisition in case of emergency situations of a natural and man-made nature is also allowed when carrying out necessary rescue and emergency recovery operations on the basis of a decision of the emergency response manager.
