The National Security Committee of the Republic of Kazakhstan and its bodies:

1) develop and implement measures for the counterintelligence protection of information constituting state secrets in government agencies and organizations, as well as monitor their activities in this area;

1-1) coordinates and controls the work on ensuring the secrecy regime in government agencies and organizations;

1-2) coordinates and controls the activities of state secrets protection agencies in the interests of developing and implementing regulatory and methodological acts for the protection of state secrets;

1-3) controls the implementation in the territory of the Republic of Kazakhstan of a system of legal, administrative, economic, technical, programmatic and cryptographic measures to protect state secrets;

2) conduct a special check of citizens of the Republic of Kazakhstan who are being processed (re-registered) for access to information constituting state secrets;

3) carry out licensing of types of activities in accordance with the legislation of the Republic of Kazakhstan on permits and notifications;

4) organize the certification of technical, including cryptographic, means of protecting information constituting state secrets;

5) issue permits in accordance with the established procedure for carrying out work using information constituting state secrets.;

6) identify, prevent, disclose and investigate crimes related to violations of the legislation of the Republic of Kazakhstan on state secrets;

7) perform other functions stipulated by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated March 15, 1999 N 349-1.

This Law defines the legal framework and a unified system for the protection of state secrets in the interests of ensuring the national security of the Republic of Kazakhstan, regulates public relations arising in connection with the classification of information as state secrets, their classification, disposal, protection and declassification.
