Article 15. Protection of the flora of the Flora Law
1. The protection of flora growing on lands in state and private ownership is carried out in accordance with this Law and other legislation of the Republic of Kazakhstan.
2. In order to protect the flora, local executive authorities, land owners, and land users are required to ensure:
1) implementation of measures for phytosanitary monitoring, prevention and timely detection of quarantine facilities, especially dangerous harmful organisms, foreign and other types of pests and pathogens of plant diseases, reducing the impact of adverse factors on plants;
2) control of foci of quarantine facilities, especially dangerous harmful organisms, alien and other types of pests and plant pathogens by methods and means ensuring their effectiveness and safety for the environment in accordance with the legislation of the Republic of Kazakhstan;
3) timely informing the authorized body and authorized bodies in the field of plant protection, plant quarantine, forestry, and specially protected natural territories about the occurrence of foci of quarantine facilities, especially dangerous harmful organisms, alien and other types of pests and plant pathogens.

This Law regulates public relations and establishes the legal basis of state policy in the field of protection, restoration, and use of flora.
