Article 20. Reduction of insurance premiums The Law on Compulsory Insurance of Civil Liability of Vehicle Owners
Vehicle owners who participated in the Great Patriotic War and persons equated in terms of benefits to participants in the Great Patriotic War, veterans of military operations on the territory of other states, persons with disabilities of the first and second groups, pensioners, upon conclusion of a standard contract, pay insurance premiums in the amount of fifty percent of the insurance premium payable, calculated in accordance with Article 19 of this Law.
If the vehicle is also operated by other owners who do not belong to the category of persons specified in the first part of this paragraph, then compulsory liability insurance for vehicle owners is carried out without providing such benefits.

This Law regulates relations arising in the field of compulsory insurance of civil liability of vehicle owners, and establishes the legal, financial and organizational basis for its implementation.
