I DECREE:
1. To establish an annual competition for the "Altyn Sapa" award of the President of the Republic of Kazakhstan and the republican contest-exhibition "The Best Product of Kazakhstan".

2. To form a Commission for awarding the titles of laureates of the Altyn Sapa Prize of the President of the Republic of Kazakhstan and the titles of diploma holders of the republican contest-exhibition "The Best Product of Kazakhstan" in accordance with the annex to this Decree.

3. Approve the attached documents:
1) The rules of the competition for the award of the President of the Republic of Kazakhstan "Altyn Sapa" and awarding the titles of laureates;
2) excluded by Decree of the President of the Republic of Kazakhstan dated 07/02/2009 No. 841 (for the procedure of entry into force, see paragraph 3 );
2-1) Rules for holding the republican contest-exhibition "The best product of Kazakhstan" and awarding the titles of diplomats;
3) regulations on the Commission for awarding the titles of laureates of the Altyn Sapa Prize of the President of the Republic of Kazakhstan and the titles of diploma holders of the republican contest-exhibition "The Best Product of Kazakhstan".

5. The Government of the Republic of Kazakhstan, within one month, in accordance with the established procedure, to develop and approve:
1) Rules for the design, presentation and preliminary evaluation of the materials of the participants of the competition for the Altyn Sapa Prize of the President of the Republic of Kazakhstan;
2) excluded by Decree of the President of the Republic of Kazakhstan dated 07/02/2009 No. 841 (for the procedure of entry into force, see paragraph 3 );
3) Rules for the design, presentation and preliminary expert evaluation of materials and products submitted to the regional and republican contests and exhibitions "The best product of Kazakhstan".

8. This Decree shall enter into force from the date of its official publication.

Rules of the competition for the Altyn Sapa Presidential Award and awarding of laureates

1. The Altyn Sapa Award of the President of the Republic of Kazakhstan (hereinafter referred to as the Award) is awarded annually on a competitive basis for the organization's achievement of significant results in the field of product and/or service quality, ensuring their safety, as well as for the introduction of highly effective quality management methods by the organization.
The award provides for the presentation of the competition participants, awarded the titles of prize winners, the competition logo, diplomas of laureates and monetary remuneration.
The amount of monetary remuneration is 450 (four hundred and fifty) monthly calculation indices.
2. The Commission for awarding the titles of laureates of the Altyn Sapa Prize of the President of the Republic of Kazakhstan and the titles of diploma holders of the republican contest-exhibition "The Best Product of Kazakhstan" (hereinafter referred to as the Commission) annually awards prizes in three categories in four nominations provided for in paragraph 5 of these Rules.
The title of Prize winner is awarded to the winners of the Altyn Sapa Presidential Award competition (hereinafter referred to as the competition) based on a decision of the Commission.
3. The organization of the competition for the award is carried out at the expense and within the limits of the funds provided for these purposes in the republican budget for the relevant financial year.
4. Individual entrepreneurs and legal entities engaged in the production of goods and services (with the exception of the production of weapons and military equipment) in the territory of the Republic of Kazakhstan (hereinafter referred to as the participants of the competition) can apply for the award.
Organizations in which the state's share of participation is more than 50%, as well as organizations in respect of which decisions have been taken in accordance with the established procedure on the implementation of procedures provided for by the legislation of the Republic of Kazakhstan on rehabilitation and bankruptcy, are not allowed to participate in the competition.
5. The participants of the competition must confirm to the Commission the high quality of the products or services provided for a period of at least three years.
Organizations participate in the competition in the following categories:
1) "The best manufacturing enterprise";
2) "The best enterprise producing goods for the population";
3) "The best company providing services";
4) "The best company producing food and/or agricultural products."
For each nomination, three prizes are awarded in the following categories::
1) small business entity;
2) medium-sized business entity;
3) a large business entity.

Special awards "The best industrial Project" and "The best innovative project" are established in the competition.
6. The organizer of the competition for the award is the National Chamber of Entrepreneurs of the Republic of Kazakhstan (hereinafter referred to as the organizer of the competition).
7. It is not allowed to be re-nominated for the award within four years after receiving it in a certain nomination.
8. The organizer of the competition annually announces in the media in February of this year about the holding of this competition.
9. Organizations wishing to participate in the competition design and submit materials to the organizer of the competition in accordance with the Rules for the design, presentation and preliminary evaluation of the materials of the participants in the competition for the "Altyn Sapa" Prize of the President of the Republic of Kazakhstan, approved by the Government of the Republic of Kazakhstan.
10. The competition is held in four stages:
1) at the first stage, the organizer of the competition accepts applications for participation in the competition and pre-evaluates the materials;

2) at the second stage, the organizer of the competition submits for consideration to the expert group formed by the decision of the organizer of the republican competition, the materials of the participants of the competition and a preliminary conclusion on these materials. An expert group formed by the decision of the organizer of the republican contest determines the finalists for participation in the third stage of the competition (three in three categories in four nominations and two in special prizes);
3) at the third stage, an expert group formed by the decision of the organizer of the republican competition evaluates the finalists with visits to enterprises.;

4) at the fourth stage, the organizer of the competition submits to the Commission the materials of the finalists of the competition with the results of an expert assessment of the materials and on-site expertise (three in three categories in four nominations and two in special awards). The Commission determines the winners based on the submitted materials and decides on awarding the prize winners to the participants of the competition.
11. The participants of the competition, who have been awarded the titles of prize winners, are awarded the appropriate diploma, the competition emblem and a monetary reward.
12. The award ceremony for the winners of the competition is held annually in a solemn atmosphere. The date and venue of the award ceremony for the winners of the competition are determined in agreement with the Administration of the President of the Republic of Kazakhstan.
13. The list of participants of the competition who have been awarded the titles of prize winners is published in the mass media.
14. The participants of the competition, who have been awarded the titles of prize winners, receive the right to use the award logo for advertising purposes for four years after the award.

Rules of the republican contest-exhibition "The best product of Kazakhstan" and awarding of diploma holders

1. The organizer of the republican contest-exhibition "The Best Product of Kazakhstan" (hereinafter referred to as the contest) is the National Chamber of Entrepreneurs of the Republic of Kazakhstan (hereinafter referred to as the organizer of the contest), the organizers of the regional contests–exhibitions "The Best Product of Kazakhstan" are the chambers of entrepreneurs of regions, cities of republican significance and the capital (hereinafter referred to as the organizers of regional contests). The organization of the competition is carried out at the expense and within the limits of the funds provided for these purposes in the republican budget for the relevant financial year. The organization of regional contests and exhibitions "The best product of Kazakhstan" is carried out at the expense and within the funds of the local budgets of the akimats of the regions, the city of republican significance and the capital.
2. The main objectives of the competition are:
1) activation of the activities of individuals and legal entities aimed at improving the quality of domestic products;
2) assistance in saturating the Kazakhstan market with high-quality and competitive products;
3) creating prerequisites and promoting the widespread introduction of modern management and quality assurance methods based on national and international standards;
4) drawing the attention of industrial, commercial and public organizations to the need to solve quality problems;
5) popularization of the idea of quality among the population.
3. The participants of the competition may be an individual entrepreneur or a legal entity who:
1) carry out the production of industrial, food products and industrial and technical products on the territory of the Republic of Kazakhstan;
2) have positive results in ensuring a consistently high level of product quality and its systematic improvement, confirmed by the organizer of the competition.
4. A legal entity or an individual entrepreneur wishing to participate in the competition shall design and submit materials to the organizer of the competition in accordance with the Rules for registration, presentation and preliminary expert evaluation of materials and products submitted to the regional and republican contests-exhibitions "The Best Product of Kazakhstan", approved by the Government of the Republic of Kazakhstan.
5. The competition is held in three categories:
1) "The best industrial goods";
2) "The best goods for the public";
3) "The best food products".
Three winners are determined in each nomination.
6. The competition is held in accordance with the action plan approved by the decision of the Commission for awarding the titles of laureates of the Altyn Sapa Prize of the President of the Republic of Kazakhstan and the titles of diploma holders of the republican contest-exhibition "The Best Product of Kazakhstan" (hereinafter referred to as the Commission), and is carried out in four stages:
1) at the first stage, applications for participation in the competition are accepted at the regional level, and expert evaluation of materials and products is carried out. The expert group formed by the decision of the organizers of the regional contests determines 9 winners of regional contests.
The organizers of the regional contests send the necessary documents of the winners of the regional contests to the organizer of the republican contest.
The winners of regional contests participate in the republican contest;
2) at the second stage, the expert assessment of materials and products is carried out at the national level. An expert group formed by the decision of the organizer of the republican contest determines 27 finalists in three nominations.;
3) In the third stage, 27 finalists participate in online voting;
4) at the fourth stage, the organizer of the republican contest submits to the Commission the materials of 27 finalists with preliminary conclusions and the results of online voting (three finalists in each nomination).
Based on the submitted materials, the Commission decides to award 9 participants of the contest the titles of diploma holders of the republican contest-exhibition "The Best Product of Kazakhstan" (hereinafter referred to as the diploma holders of the contest).
In case of equality of points based on the results of the preliminary conclusion, the winner is determined based on the results of online voting.
7. The winners of the competition are awarded with the emblem and diplomas of the republican contest-exhibition "The best product of Kazakhstan".
8. The list of winners of the competition is published in the mass media.
9. The winners of the competition receive the right to use the competition's logo for advertising purposes for four years.

1. General provisions
1. The Commission for awarding the titles of laureates of the Altyn Sapa Prize of the President of the Republic of Kazakhstan and the titles of diploma holders of the republican contest-exhibition "The Best Product of Kazakhstan" (hereinafter referred to as the Commission) is an advisory body under the President of the Republic of Kazakhstan and is formed from among the heads of government bodies, experts in the field of quality management, representatives of public associations.
The composition of the Commission is approved by the President of the Republic of Kazakhstan.

2. The Commission's activities are guided by the Constitution, laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and other regulatory legal acts of the Republic of Kazakhstan, as well as these regulations.
2. Tasks and rights of the Commission
3. The objectives of the Commission are:
1) consideration of the materials of the participants who submitted applications for participation in competitions for the "Altyn Sapa" Presidential Award and the titles of diploma holders of the republican contest-exhibition "The Best Product of Kazakhstan" (hereinafter referred to as the contests);
2) evaluation of the participants of the competitions and selection of applicants;
3) determination of laureates and diploma holders of competitions.

4. In accordance with its tasks, the Commission has the right to:
1) interact with government agencies and other organizations, as well as public associations;
2) to request and receive from the working body of the Commission additional materials necessary for the implementation of the Commission's tasks.;
3) other rights necessary for the implementation of the tasks assigned to the Commission.
3. Organization of the Commission's activities
5. The Commission consists of:
1) Chairman of the Commission;
2) Deputy Chairman of the Commission;
3) Secretary of the Commission;
4) members of the Commission.
6. The Chairman of the Commission directs its activities, chairs its meetings, plans its work, and exercises general control over the implementation of its decisions. During the absence of the Chairman of the Commission, his functions are performed by a deputy.
The forms of the emblems and diplomas of the competitions with their descriptions are approved by the Chairman of the Commission.

7. The Secretary of the Commission submits to the members of the Commission for consideration the documents and materials prepared by the working body.
8. The working body of the Commission, which is the National Chamber of Entrepreneurs of the Republic of Kazakhstan, has the following functions:
1) informing about the terms and conditions of the competitions through the mass media and the official website of the working body;
2) acceptance of materials from the participants of the competitions and selection of organizations for further participation in the competitions;
3) preliminary review of the received materials, including their expertise, with the involvement of expert auditors for certification of quality management systems and specialists in relevant fields of expertise, as well as expert groups formed;
4) preparation and organization of Commission meetings;
5) organization of the award ceremony for the winners of the competitions;
6) promoting the dissemination of the experience of the competition winners;
7) organization of training according to the criteria of competitions for potential participants through training seminars and webinars;
8) maintaining the register of experts;
9) informational support of contests and popularization of the idea of quality in social networks;
10) formation of expert groups for regional and national competitions;
11) conducting an assessment of the finalists with a visit to the enterprises.

9. The Commission annually determines and approves the action plan for the relevant year for the organization and holding of competitions.
10. Meetings of the Commission are held as necessary, but at least once every six months. A meeting of the Commission is considered competent with the participation of at least two thirds of the total number of Commission members.
11. The final decision on awarding the titles of the winners of the competitions is made by the Commission by holding an open vote and is considered accepted if a majority of votes from the total number of Commission members are cast for it. In case of equality of votes, the decision voted for by the chairman is considered adopted. The decision is drawn up by the minutes of the meeting and signed by all present members of the Commission.
The Commission's decision is published in the official press.
12. The awarding of the competition emblems and diplomas to the winners of the competitions is carried out in a solemn atmosphere. The date and place of awarding the competition emblems and diplomas to the winners of the competitions are determined in agreement with the Administration of the President of the Republic of Kazakhstan.
The information contained in the competition materials and obtained during the on-site examination is confidential and cannot be used for purposes other than evaluating the contestant without his written consent.

13. The decision to terminate the Commission's activities is made by the President of the Republic of Kazakhstan.
