Article 11. Employees of places of detention of the Law On the Procedure and Conditions of Detention of Persons in Special Institutions, Special Premises providing Temporary Isolation from Society
1. Employees of places of detention include members of the rank and file and commanding staff of the internal affairs bodies, the penal enforcement system, and employees of the national security agencies of the Republic of Kazakhstan who are responsible for ensuring the regime of detention.
2. For the period of performance of duties to ensure the regime of detention, captains of naval vessels, heads of institutions of the penal enforcement system, territorial divisions of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, as well as persons authorized by them, shall bear the duties and enjoy the rights granted by this Law to employees of places of detention.
3. In this Law, the heads of the administration of places of detention are understood to be:
1) heads of pre-trial detention facilities;
2) heads of institutions of the penal system;
3) heads of temporary detention facilities;
4) heads of territorial divisions of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan in charge of which temporary detention facilities are located;
5) the heads of the military police bodies in charge of the guardhouses.

4. Employees of places of detention must have special training, knowledge and skills to work with people with disabilities.

This Law defines the legal basis for the activities of special institutions and special premises that legally provide temporary isolation from society, and also establishes the rights and obligations of the persons contained therein.
