Article 16. The rights of suspects and accused persons of the Law on the Procedure and Conditions of Detention of Persons in Special Institutions, Special Premises providing Temporary Isolation from Society
1. Suspects and accused persons during their stay in places of detention have the right to:
1) receive information about their rights and obligations, the regime of detention, disciplinary requirements, and the procedure for submitting proposals, applications, and complaints;
2) personal safety in places of detention;
3) to make a request to the head of the administration of the place of detention and the persons who control the activities of the places of detention during the stay of these persons on its territory;
4) on dates with the defender;
5) to visit relatives and other persons listed in Article 17 of this Law.;
6) keep with them documents and records related to a criminal case or related to the exercise of their rights and legitimate interests, with the exception of those documents and records that may be used for illegal purposes or that contain information constituting a state or other legally protected secret.;
7) to submit proposals and applications, including to the court, on the legality and validity of their detention and violations of their legitimate rights and interests;
8) conduct correspondence and use writing materials;
9) receive free meals, household and medical care;
10) for an eight-hour sleep at night, during which it is prohibited to involve them in procedural and other actions, except in cases provided for by the Criminal Procedure Code of the Republic of Kazakhstan;
11) for a daily walk lasting at least one hour;
12) to use things and objects, the list and quantity of which are determined by the Internal Regulations;
13) use literature and periodicals from the library of the place of detention or purchased through the administration of the place of detention in a retail chain, as well as board games;
14) to perform religious rites in the premises of the place of detention of suspects and accused, to carry religious literature, objects of worship - subject to compliance with the Rules of internal order and the rights of other suspects and accused;
15) engage in self-education and use special literature;
16) receive parcels and transfers;
17) to be treated politely by the staff of places of detention;
18) participate in civil law transactions;
19) exercise other rights provided for by legislative acts.
2. Suspects and accused persons held in pre-trial detention facilities also have the right to:
1) receive and send money transfers;
2) to enter into and terminate a marriage, to participate in other family-legal relations, if this does not contradict the legislation.;
3) purchase food and basic necessities at the store (stall) of the detention facility or through the administration of the place of detention in a retail chain;
4) Subscribe to newspapers and magazines and receive them;
5) receive from the administration, if necessary, seasonal clothing that is allowed to be worn in places of detention.
2-1. Suspects and accused persons with disabilities who have speech, hearing, or visual impairments have the right to use the services of specialists who speak dactylic sign language or Braille.
3. Suspects and accused persons in custody are given the opportunity to work, subject to appropriate conditions.
4. In addition to the above rights, suspects and accused persons have the rights provided for by the Criminal Procedure Code of the Republic of Kazakhstan.

This Law defines the legal basis for the activities of special institutions and special premises that legally provide temporary isolation from society, and also establishes the rights and obligations of the persons contained therein.
