1. National Security Agency:

1) implements, within its competence, the state policy in the field of population migration;

2) forms a unified database for recording the entry and exit of foreigners and stateless persons, ensures systematic updating of information, and also carries out timely information exchange with the internal affairs bodies, the authorized body on population migration and the Ministry of Foreign Affairs of the Republic of Kazakhstan;

3) coordinates the entry of immigrants to the Republic of Kazakhstan and certain localities (territories) closed to foreigners;

4) approves permanent residence permits for foreigners and stateless persons;

5) excluded by the Law of the Republic of Kazakhstan dated December 27, 2019 No. 292-VI (for the procedure of entry into force, see art. 2);

6) approves the applications of foreigners and stateless persons for admission to the citizenship of the Republic of Kazakhstan;

7) performs other functions stipulated by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

2. The national security authorities have the right not to explain the reason that served as the basis for refusing to allow immigrants to enter the Republic of Kazakhstan and certain areas (territories) closed to foreigners; foreigners and stateless persons – permits for permanent residence in the Republic of Kazakhstan, applications for admission to citizenship of the Republic of Kazakhstan.

This Law regulates public relations in the field of population migration, defines the legal, economic and social foundations of migration processes.
