Article 6-5. The State order for the implementation of the strategic partnership The Law on the State social order, the State order for the implementation of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan

1. The central executive bodies shall submit proposals to the authorized body on the directions of the state order for the implementation of the strategic partnership in accordance with the rules for the implementation of the state order for the implementation of the strategic partnership.

2. The authorized body, based on proposals from central government agencies, determines the directions of the state order for the implementation of the strategic partnership, arising from the documents of the State Planning System in the Republic of Kazakhstan.

3. For each area of the state order for the implementation of the strategic partnership, only one strategic partner is determined based on a competitive selection in accordance with the rules for the implementation of the state order for the implementation of the strategic partnership.

4. The state order for the implementation of the strategic partnership is carried out on the basis of an agreement concluded between the central executive body and the strategic partner, in accordance with the rules for the implementation of the state order for the implementation of the strategic partnership.

5. In cases where, due to the fault of the strategic partner, the targets set out in the agreement are not achieved and (or) the strategic partner systematically fails to fulfill its obligations, the agreement is subject to unilateral termination at the initiative of the relevant central executive body in accordance with the procedure established by the rules for the implementation of a state order for the implementation of a strategic partnership.

6. The act of services rendered under a state order for the implementation of a strategic partnership is adopted by a commission consisting of representatives of the central executive body and civil society, established in accordance with the rules for the implementation of a state order for the implementation of a strategic partnership.

This Law regulates public relations arising in the process of implementing a state social order, a state order for the implementation of a strategic partnership, the provision of grants and awards to non-governmental organizations in the Republic of Kazakhstan.
