Issues of the State Peace and Progress Award of the First President of the Republic of Kazakhstan - Elbasy

In order to implement the Law of the Republic of Kazakhstan dated July 5, 2001 "On the State Prize for Peace and Progress of the First President of the Republic of Kazakhstan - Elbasy", I decree:
1. Approve the attached documents:
1) Regulations on the State Peace and Progress Award of the First President of the Republic of Kazakhstan - Elbasy;
2) the personal composition of the Commission for the award of the State Prize for Peace and Progress of the First President of the Republic of Kazakhstan - Elbasy.
2. Invalidate them:
1) Resolution of the President of the Republic of Kazakhstan dated August 31, 1992 No. 903 "On the Presidential Prize for Peace and Spiritual Harmony" (SAPP of the Republic of Kazakhstan, 1992, No. 31, Article 471);
2) Resolution of the President of the Republic of Kazakhstan dated October 20, 1994 No. 1949 "On Amendments to Resolution of the President of the Republic of Kazakhstan dated August 31, 1992 No. 903" (SAPP of the Republic of Kazakhstan, 1994, No. 42, art. 454);
3) Decree of the President of the Republic of Kazakhstan dated October 24, 1997 No. 3716 "On Amendments to Resolution of the President of the Republic of Kazakhstan dated August 31, 1992 No. 903 "On awarding the Presidential Prize for Peace and Spiritual Harmony" (SAPP of the Republic of Kazakhstan, 1997, No. 47, art. 435).
3. This Decree comes into force from the date of signing.

Regulations on the State Peace and Progress Award of the First President of the Republic of Kazakhstan - Elbasy
1. The State Prize for Peace and Progress of the First President of the Republic of Kazakhstan, Elbasy (hereinafter referred to as the State Prize) is awarded:
for active work aimed at strengthening peace and friendship, mutual trust between peoples, equality and equal security in interstate relations;
for his special contribution to the establishment of social and interethnic harmony, strengthening the unity of the multinational people of the Republic;
for the development of democracy and social progress;
for deep journalistic works that form respect for the culture and historical traditions of the nations and nationalities of Kazakhstan.
2. The State Prize is awarded annually to citizens of the Republic of Kazakhstan and foreigners, and may also be awarded to domestic, international and foreign organizations.
3. Persons awarded the State Prize are awarded the title of "Laureate of the State Prize for Peace and Progress of the First President of the Republic of Kazakhstan - Elbasy", a diploma, a badge, a certificate and a monetary reward are awarded.
4. The amount of the State Award is 6,000 (six thousand) monthly calculation indices and is paid from the republican budget.
5. The State Prize may be awarded simultaneously to several applicants, in which case its monetary part is divided equally between them. Repeated awarding of the State Prize is not allowed.
Previously rejected applicants may be re-nominated for the award of the State Prize.
6. The State Prize is awarded in a solemn ceremony by the President of the Republic of Kazakhstan on the Day of the First President of the Republic of Kazakhstan.

7. The following persons have the right to be nominated for the State Prize::
Committees of the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan;
Government of the Republic of Kazakhstan;
government bodies directly subordinate to and accountable to the President of the Republic of Kazakhstan;
akims of regions (cities of republican significance and the capital) in coordination with maslikhats;
domestic, foreign and international organizations.
8. To select candidates for the State Prize, a Commission for awarding the State Prize for Peace and Progress of the First President of the Republic of Kazakhstan, Elbasy (hereinafter referred to as the Commission) is established from among government officials, public figures and other persons.
9. The Commission is an advisory body under the President of the Republic of Kazakhstan.
10. The legal basis of the Commission's activities is the Constitution, legislative acts of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the present Regulations. U962935_
The main tasks of the Commission
11. The main tasks of the Commission are:
1) consideration of the received proposals for the award of the State Prize;
2) recommendation of applicants worthy of the award of the State Prize to the President of the Republic of Kazakhstan.
Rights and obligations of the Commission
12. The Commission may, in accordance with the established procedure,:
1) get acquainted with the activities and creativity of applicants at their place of residence or work;
2) request documents, materials and other information necessary for carrying out their activities from government agencies and other organizations;
3) if necessary, invite and hear representatives of government agencies and other organizations.;
4) to make proposals to the President of the Republic of Kazakhstan on improving the mechanism of awarding the State Prize.
The Commission is obliged to:
1) to accept the documents of applicants nominated for the award of the State Prize;
2) publish in official publications after the end of the acceptance of documents a list of applicants, brief information about their activities, indicating the organizations that nominated them.;
3) to promote a broad and open discussion of the activities of applicants among the public;
4) to consider the candidates submitted for the State Prize and prepare recommendations on the number of State Prize winners in the current year and the monetary remuneration due to them;
5) ensure, in accordance with the established procedure, the development of a draft Decree of the President of the Republic of Kazakhstan on awarding the State Prize and its submission for consideration to the Administration of the President of the Republic of Kazakhstan.
Organization of the Commission's work
13. The Commission is headed by a Chairman appointed by the President of the Republic of Kazakhstan. During the absence of the Chairman of the Commission, his duties are performed by the Deputy Chairman of the Commission.
14. Chairman of the Commission:
1) organizes and manages the activities of the Commission;
2) formulates the agenda of the Commission meetings;
3) convenes and chairs meetings of the Commission;
4) from among the members of the Commission, determine the rapporteur on the issue included in the agenda of the Commission meeting.;
5) performs other powers within the competence of the Commission.
15. Secretary of the Commission:
1) ensures the holding of a meeting of the Commission;
2) inform the members of the Commission about the agenda, place and time of the Commission meeting;
3) provides the received documents to the members of the Commission;
4) executes the instructions of the Chairman of the Commission;
5) organizes a secret ballot of the members of the Commission on the submitted candidates.
16. Meetings of the Commission are held as necessary. A meeting of the Commission is considered competent if it is attended by at least two thirds of the total number of members of the Commission.
17. The Commission's decision is made by a majority vote by secret ballot. If the votes are equal, the chairman's vote is decisive.
18. The Commission's decision is drawn up in a protocol and signed by the Chairman of the Commission.
19. The Act of the President of the Republic of Kazakhstan on awarding the State Prize is published in official publications.
Ensuring the Commission's activities
20. Organizational and informational support of the Commission's activities is provided by the Ministry of Culture and Sports of the Republic of Kazakhstan.
