Article 11. Initial professional training for persons entering the law enforcement service of the Law Enforcement Service Act
1. Persons entering law enforcement agencies for the positions of ordinary, junior and middle commanding officers undergo initial professional training in law enforcement education organizations.
2. Initial professional training includes training in law enforcement education organizations and internships.
The training is carried out according to educational programs, depending on the areas of activity of the law enforcement agency.
The internship of candidates during the initial professional training is conducted by the relevant law enforcement agency.
The need for personnel for initial professional training is determined by each law enforcement agency independently on the basis of a personnel forecast.
3. A contract is concluded with persons who have entered into initial professional training in law enforcement education organizations.
The contract establishes the mutual obligations and responsibilities of the person entering the initial professional training, the law enforcement agency and the law enforcement education organization, and also provides for the conditions and terms of further service in law enforcement agencies after completing the initial professional training. The contract is concluded after the decision of the admissions committee on admission to the law enforcement agency's educational organization.
4. Persons undergoing initial vocational training are provided with food and accommodation at the expense of budgetary funds.
Persons entering the service of the Prosecutor's Office, the anti-corruption service and the economic investigation service are paid a scholarship for the period of initial professional training, the amount of which is determined by the Government of the Republic of Kazakhstan.
5. Persons who have completed their initial professional training are enrolled in the staff of the law enforcement agency in whose field of activity the training has been completed.
When appointing a person who has completed initial professional training to a position in a law enforcement agency, the period of initial professional training is counted in the length of law enforcement service (length of service).
6. Persons who have completed their initial professional training are required to serve in law enforcement agencies for at least three years.
7. If a person who has completed initial professional training refuses to continue serving in a law enforcement agency or is expelled from a law enforcement education organization due to academic failure and (or) discipline violations, as well as at his own request, he is obliged to reimburse the state for the budgetary funds spent on training, scholarships, meals and accommodation during his term. training, in accordance with the legislation of the Republic of Kazakhstan.
This obligation does not apply to an employee in the event of his dismissal from service within three years for health reasons based on the conclusion of the military medical commission on unfitness or limited fitness for service, or in connection with staff reduction, reorganization or liquidation of a law enforcement agency in cases where it is impossible to use in another position, as well as his transfer to another law enforcement agency. an agency or a special government agency.
8. Persons who enter the law enforcement service and are appointed to positions of senior and senior management, as well as outside of competitive selection, do not undergo initial professional training.
9. The following sub-paragraphs apply to persons undergoing initial professional training: 1), 5), 8), 11), 12), 13), 14) and 15) of paragraph 1 of Article 16, sub-paragraphs 5), 6), 7) and 8) of paragraph 1 and paragraph 3 of Article 17 of this Law.

This Law regulates public relations related to admission to the law enforcement service of the Republic of Kazakhstan, its passage and termination, and also defines the legal status (status), financial support and social protection of law enforcement officers of the Republic of Kazakhstan.
