1. Initial military training is conducted with citizens in educational organizations that implement general education programs of general secondary education and educational programs of technical and vocational, post-secondary education.

Initial military training can be provided by citizens:

1) having higher (postgraduate) pedagogical education in the relevant field, who have completed military service or military training under the reserve officers program at the military department (military faculty) of organizations of higher (postgraduate) education;

2) those who have completed military service as officers, senior or higher sergeants (with the exception of citizens who were discharged from military service for negative reasons without the right to re-enroll in military service), who have higher (postgraduate) education.

The professional skills of the citizens specified in subparagraph 2) of part two of this paragraph correspond to vocational education in the field of initial military training, and they have the right to carry out initial military training if they undergo pedagogical retraining in accordance with the rules of initial military training.

2. Citizens who are subject to conscription and have not completed basic military training, undergo it during their military service.

3. The procedure for organizing and conducting, as well as forming the educational and material base of initial military training is determined by the rules of initial military training.

This Law regulates public relations in the field of military service by citizens of the Republic of Kazakhstan and defines the foundations of the state policy on social security for military personnel.
