     In accordance with subparagraph 3) I HEREBY DECREE paragraph 2 of Article 21 of the Constitutional Law of the Republic of Kazakhstan dated December 26, 1995 "On the President of the Republic of Kazakhstan":

     1. To approve the attached Rules for the preparation and implementation of the address, work with acts and instructions of the President of the Republic of Kazakhstan and control over their implementation, monitoring of regulatory legal decrees.

     The footnote. Paragraph 1 is amended by Decree of the President of the Republic of Kazakhstan dated 05/25/2022 No. 903.

     2. Invalidate them:

     1) Decree of the President of the Republic of Kazakhstan dated October 2, 1998 No. 4097 "On approval of the Regulations on the procedure for preparation, coordination, submission for signature of acts, monitoring of regulatory legal decrees of the President of the Republic of Kazakhstan and control over the execution of acts and instructions of the President of the Republic" (SAPP of the Republic of Kazakhstan, 2008, No. 20, art. 182; 2009, No. 30, article 260);

     2) subparagraph 4) of paragraph 1 of the Decree of the President of the Republic of Kazakhstan dated April 24, 2008 No. 576 "On Amendments and additions to Certain Acts of the President of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2008, No. 20, art. 182);

     3) Decree of the President of the Republic of Kazakhstan dated June 18, 2009 No. 828 "On Amendments to Decree of the President of the Republic of Kazakhstan dated October 2, 1998 No. 4097" (SAPP of the Republic of Kazakhstan, 2009, No. 30, Article 260).

     3. The Administration of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, state bodies and organizations within two months from the date of entry into force of this Decree:

     1) bring their acts in line with this Decree;

     2) to carry out an inventory of the current acts and instructions of the President of the Republic of Kazakhstan with a review of the deadlines for their execution in accordance with this Decree;

     3) take other measures to implement this Decree.

     4. This Decree shall enter into force from the date of signing.

Rules for the preparation and implementation of the message, working with acts and instructions of the President of the Republic of Kazakhstan and monitoring their implementation, monitoring regulatory legal decrees

     The footnote. The rules are in the wording of the Decree of the President of the Republic of Kazakhstan dated 05/25/2022 No. 903.

1. General provisions

     1. These Rules for the preparation and implementation of the address, work with acts and instructions of the President of the Republic of Kazakhstan (hereinafter referred to as the President) and control over their implementation, monitoring of regulatory legal decrees (hereinafter referred to as the Rules) regulate the procedure:

     1) preparation, coordination and submission of the draft presidential address to the President for consideration;

     2) preparation, coordination, and submission for signature of draft acts and orders of the President;

     3) implementation of the President's message;

     4) exercising control over the execution by state bodies and organizations of acts and orders of the President;

     5) monitoring the regulatory legal decrees of the President.

     2. The main executors of acts and orders of the President are the Government of the Republic of Kazakhstan (hereinafter referred to as the Government), central state and local executive bodies, and their officials.

     Quasi-public sector entities (organizations) are defined as co-executors of assignments. At the same time, responsibility for coordinating the execution is assigned to the state governing body or the sole founder represented by the Government. In relation to non-governmental organizations, advisory assignments are given, while the coordination of execution is entrusted to the state body of the relevant branch of public administration.

     3. The first heads of government agencies are responsible for the quality of preparation of draft acts and presidential instructions, including compliance with legislative requirements, coordination with all interested government agencies, completeness and comprehensive study of the issues under consideration.

     4. The main terms used in these Rules:

     1) acts of the President – decrees and orders of the President;

     2) Presidential instructions are instructions given following regional trips, international and socially significant events, workshops, expanded Government meetings with the participation of the President, presidential statements (appeals), meetings of advisory bodies, the Security Council of the Republic of Kazakhstan (hereinafter referred to as the Security Council), the Assembly of People of Kazakhstan (decisions of the session and the Council) and other bodies headed by the President; instructions from the President on official documents, appeals from individuals and legal entities, as well as personal instructions from the President, including those published on his official accounts and the official accounts of the Presidential Administration of the Republic of Kazakhstan (hereinafter referred to as the Presidential Administration) on social networks and mass media;

     3) Control over the execution of acts and orders of the President is a set of measures to implement step–by–step control actions aimed at ensuring high-quality and timely execution of acts and orders by government agencies and organizations, as well as, by agreement, by non-governmental organizations.;

     4) The President's Address is an annual address by the President to the people of Kazakhstan, dedicated to the situation in the country and the main directions of domestic and foreign policy.;

     5) consolidation of control over the implementation of the act or instruction of the President is a document of the established form that provides the possibility of monitoring and controlling the execution of the act / instruction, reflecting for each item of the order the deadline for execution, the form of completion, responsible executors, the level of control, the structural units of the Presidential Administration responsible for control, and, if necessary, the final result of execution;

     6) execution of an act or instruction of the President is the complete and qualitative achievement and fulfillment of the goals and objectives set out in the content of the act or instruction, the final result and/or the form of completion of the act or instruction.;

     7) extension of the deadline for the execution of an act or instruction of the President is a decision of the President or other authorized persons specified in paragraphs 71 and 76 of these Rules to determine the next deadline for the execution of an item of the act or instruction in case of non–fulfillment, inability to complete execution, or incomplete, substandard execution after the expiration of the originally established deadline for execution, including in the form of completion or achieving the final result;

     8) poor–quality execution of an act or instruction of the President is the presence of complaints about the quality of execution, including formal execution, the introduction of uncoordinated and unprocessed proposals and conclusions by the executors, and the failure to eliminate comments previously given by the Presidential Administration. The conclusion about poor-quality execution is contained in the expert opinion of the structural unit of the Presidential Administration, resolutions or protocol decisions of the President or the leadership of the Presidential Administration, the Prime Minister of the Republic of Kazakhstan (hereinafter referred to as the Prime Minister) or his deputies.;

     9) partial execution of an act or instruction of the President is the failure to complete all planned activities on time, incompleteness of reporting information, failure to ensure full fulfillment of the tasks set out in the content of the act or instruction, as well as the full achievement of planned goals, results and completion forms. A conclusion on the partial execution of an act or instruction is contained in an expert opinion (assessment of execution) of a structural unit of the Presidential Administration, resolutions or protocol decisions of the President or the leadership of the Presidential Administration, the Prime Minister or his deputies, as well as in the reporting information of the state executing body.;

     10) accounting information on acts or instructions of the President is a document prepared by the responsible executor in accordance with the prescribed form in accordance with Appendix 7 to these Rules to inform about the progress and results of the execution of the act or instruction.;

     11) An expert opinion on a control act or presidential order is a document prepared by the responsible structural unit of the Presidential Administration to assess the completeness and quality of the execution of the order, the objectivity of extending the execution period or transferring it to medium–term/long-term control. The requirements for the structure of the expert opinion of the responsible structural unit of the Presidential Administration are established by internal acts of the Presidential Administration.;

     12) The final result of execution is the expected quantitative and/or qualitative indicator of actions and events. The final result is determined only by instructions and acts, the content of which implies the adoption of specific developed measures to achieve a certain measurable socio-economic or other effect.;

     13) duplicate assignment is an assignment, the content (semantic meaning) of which or the final result fully covers the act or instruction under control.;

     14) And was excluded by the Decree of the President of the Republic of Kazakhstan dated 04.12.2023 No. 403 (effective from 01.02.2024).      The footnote. Paragraph 4 as amended by Decree of the President of the Republic of Kazakhstan dated 04.12.2023 No. 403 (effective from 01.02.2024).

2. The procedure for preparing, approving, and submitting to the President of the Republic of Kazakhstan the draft message of the President of the Republic of Kazakhstan

5. Every year in September, the President addresses the people of Kazakhstan with a message on the situation in the country and the main directions of domestic and foreign policy of the Republic of Kazakhstan.

     6. Every year in May, the Government and government agencies directly subordinate and accountable to the President send proposals to the Presidential Administration on the subject and content of the draft presidential address.

     7. The Presidential Administration forms final proposals on the subject and content of the draft message, which are coordinated with the President.

     8. The Presidential Administration submits a draft message to the President by August 20.

     9. The President may establish a different procedure and time frame for preparing and delivering a message, including on an extraordinary basis.

3. Procedure for preparation, approval and submission for signature of draft acts of the President of the Republic of Kazakhstan

     10. Draft acts of the President are being prepared.:

     1) The Presidential Administration;

     2) By the Government;

     3) By the Supreme Court of the Republic of Kazakhstan;

     4) government agencies directly subordinate to and accountable to the President;

     5) local executive bodies of the Republic of Kazakhstan;

     6) by other government agencies and officials designated by the President.

     11. The draft act of the President, developed by the structural unit of the Presidential Administration, is prepared in paper and electronic form. The draft in paper form is initialed by the head of the structural subdivision-developer of the Presidential Administration, with the exception of the first sheet if the act consists of two or more sheets.

     The draft act of the President is coordinated with the interested structural divisions and responsible officials of the Presidential Administration in accordance with the procedure established by paragraph 24 of these Rules.

     If it is necessary to coordinate the draft act of the President, developed by the Presidential Administration, with other Government officials or central government agencies, such coordination is carried out in paper form.

     12. The preparation of draft acts of the President is carried out by the relevant state bodies on their own initiative in accordance with their competence or on behalf of higher state bodies or officials.

     13. Draft acts of the President and their annexes in the state and Russian languages, prepared by the Government, as well as local executive bodies, are submitted to the Presidential Administration by Government decree in electronic form through the electronic document management system.

     14. Draft acts of the President are submitted:

     1) By the Government – signed by the Prime Minister;

     2) by other state bodies – signed by the first heads of these bodies in electronic form through an electronic document management system.

     Draft acts of the President are approved by the heads of the state body-developer, the Ministry of Justice of the Republic of Kazakhstan, the authorized body for budget planning and other interested state bodies on an electronic approval sheet, with the exception of draft acts of the President on appointment and dismissal of judges, which are approved only by the head of the state body-developer.

     Draft acts of the President containing state secrets are coordinated and submitted to the Presidential Administration in paper form.

     Draft acts of the President containing official information of limited distribution are coordinated and submitted to the Presidential Administration in paper form only in exceptional cases if there is no possibility of transmission in electronic format through the electronic document management system.

     15. The following documents are attached to the proposed draft act of the President:

     1) an explanatory note of no more than three pages, and on complex issues – five pages, which sets out the subject of the issue, socio-economic and, if necessary, political, legal, environmental, demographic and other justifications, a forecast of the expected consequences of the adoption of the act, a list of previously adopted acts of the President on this issue and information on their implementation.

     The explanatory note to the draft Presidential act submitted by the Government is signed by the Prime Minister, and the explanatory note to the draft presidential act submitted by other government agencies is signed by the first head of the government agency responsible for the development.;

     2) copies of expert opinions of members of the Expert Council and the National Chamber of Entrepreneurs of the Republic of Kazakhstan, if the draft presidential act affects the sectoral interests of private entrepreneurs.;

     3) a comparative table of the current and proposed versions of the draft act of the President with an appropriate justification for the amendments and additions, if the draft act provides for amendments and/or additions to the current acts of the President;

     4) approval sheet drawn up in accordance with Appendix 1 to these Rules;

     5) relevant draft normative legal acts, the adoption of which is necessary for the implementation of the proposed draft act of the President, if they have direct competence, established by the draft act of the President.;

     6) a copy of the order or order assigning duties to the persons acting as the first head of a government agency, or granting them the right to approve draft acts of the President if their visas are on the draft act.;

     7) other necessary materials.

     16. Acts of the President affecting the powers of:

     1) The Government and the Prime Minister are coordinated with the Prime Minister, as well as the heads of the concerned state bodies. At the same time, draft acts of the President providing for a reduction in government revenues or an increase in government expenditures, as well as draft acts prepared on the initiative of the Government, are signed by the Prime Minister, the Head of the Government Staff of the Republic of Kazakhstan (hereinafter referred to as the Government Staff).;

     2) other government agencies, are coordinated with the heads of these government agencies.

     17. Draft acts of the President on international treaties and agreements, granting the right to sign such documents must be submitted to the Presidential Administration at least five working days before the scheduled day of signing international documents.

     18. The Presidential Administration conducts an examination of draft acts of the President on the subject of:

     1) compliance with the Constitution of the Republic of Kazakhstan, legislative acts of the Republic of Kazakhstan, presidential decrees, other regulatory legal acts, as well as ratified international treaties;

     2) compliance with the main directions of domestic and foreign policy determined by the President;

     3) compliance with the strategic goals and objectives of the country, including the impact of their implementation on the achievement of strategic development indicators of the country, as defined in the National Development Plan of the Republic of Kazakhstan and other documents of the State Planning System;

     4) compliance with the instructions of the President and the Presidential Administration;

     5) determining the socio-economic, political, legal, environmental, demographic and other consequences of the adoption of the proposed act;

     6) coordination with all interested government agencies;

     7) compliance with the requirements of legal technology and office work;

     8) authenticity of texts in the official and Russian languages;

     9) compliance with other requirements of these Rules.

     19. The examination of draft acts of the President in the Presidential Administration, with the exception of acts on the appointment and dismissal of judges, is carried out within five working days from the date of their receipt, unless other deadlines are set by the Head of the Presidential Administration.

     The results of the examination of draft acts of the President are drawn up in the form of expert opinions of structural divisions of the Presidential Administration.

     If the structural divisions of the Presidential Administration, which are co-executors, have no objections to the draft act of the President, they do not need to prepare expert opinions, the results of the examination are issued by electronic visas of responsible officials of the Presidential Administration.

     20. Draft acts of the President on approval of documents of the state planning system are considered by the structural divisions of the Presidential Administration within no more than ten working days from the date of their receipt by the Presidential Administration.

     21. If deficiencies are identified in the draft act of the President or there are objections to it that can be resolved in a working manner, the draft can be finalized in the Presidential Administration with the participation of all interested government agencies within five working days, unless another deadline is set by the Head of the Presidential Administration, the Secretary of the Security Council, the First Deputy Head of the Presidential Administration, the Chief of Staff Office of the President, assistant or adviser to the President.

     The footnote. Paragraph 21 is in the wording of the Decree of the President of the Republic of Kazakhstan dated 02/10/2025 No. 777.

22. If the shortcomings or objections to the draft are significant and it is impossible to eliminate them at the stage of consideration by the Presidential Administration, the draft presidential act is returned to the government agency that submitted it for revision by decision of the Head of the Presidential Administration.

     After completion, the draft act of the President is submitted to the Presidential Administration again in electronic form by a cover letter from the Deputy Prime Minister or the Head of the Government Staff, or by a letter from a government developer outside the Government structure, within ten working days, unless other deadlines are set.

     23. After the draft act of the President has been worked out in the Presidential Administration in accordance with paragraphs 21 or 22 of these Rules, the responsible structural unit of the Presidential Administration ensures that its final version is prepared in paper form on appropriate forms in the state and Russian languages.

     24. The final version of the draft act of the President on the appropriate paper forms, initialed by the head of the responsible structural unit of the Presidential Administration, is transmitted in a working order to the Government Office or the state agency-developer to ensure that the authorized person receives a visa within two working days.

     The final version of the draft of the Presidential act on paper is approved by the first head of the state agency-developer. The approval of the draft act by the Prime Minister is provided by the Government Staff.

     Before submitting the draft act to the President for signature, it is approved in paper form by the Head of the Presidential Administration, as well as by the Secretary of the Security Council, the First Deputy Head of the Presidential Administration, the Head of the Presidential Office, the assistant or adviser to the President in charge of the responsible department of the Presidential Administration according to the distribution of duties, and the head of the General Department of the Presidential Administration.

     The draft act is coordinated only in electronic form with the State Legal Department and other structural divisions of the Presidential Administration, which are co-executors, as well as the senior officials of the Presidential Administration coordinating their activities.

     If necessary, the draft act of the President is electronically approved by the State Adviser of the Republic of Kazakhstan.

     Subject to the compliance of the draft act of the President with the established requirements, the Head of the Presidential Administration submits it to the President for signature.

     25. After signing the draft act, if there are instructions in it that are subject to control, the responsible structural unit of the Presidential Administration within three working days prepares the consolidation of control over its implementation in accordance with Annex 5 to these Rules.

     26. The procedure for registration of acts of the President (including in terms of legal equipment, details, internal structure), their registration, distribution, publication and storage is determined by the Presidential Administration.

     27. The President may establish a different procedure and time frame for the preparation, approval and submission of draft acts for signature.

4. Procedure for preparation, coordination and submission for signature of draft instructions of the President of the Republic of Kazakhstan

     28. The preparation of draft presidential instructions is carried out by the organization:

     1) regional trips;

     2) international events;

     3) socially significant events with the participation of the President;

     4) statements (addresses) of the President;

     5) working meetings;

     6) extended Government meetings with the participation of the President;

     7) meetings of consultative and advisory bodies, the Security Council, the Assembly of the People of Kazakhstan (session and Council) and other bodies headed by the President.

     Draft instructions based on the results of the activities provided for in paragraphs 1), 5), 6) and 7) of part one of this paragraph are drawn up in the form of a protocol, and following the session of the Assembly of the People of Kazakhstan and meetings of the Security Council – in the form of a decision, which, as a rule, is signed by the President.

     If no meetings of the President were held during the regional trip, then the drafts of the instructions voiced by him are drawn up with an action plan for their implementation, approved by the order of the Head of the Presidential Administration.

     Draft instructions based on the results of the activities provided for in subparagraph 2) The first part of this paragraph is drawn up in the form of the text of instructions signed by the President.

     Draft instructions based on the results of the activities provided for in subparagraph 3) of part one of this paragraph are drawn up in the form of a protocol, which is usually signed by the President, or an action plan approved by order of the Head of the Presidential Administration.

     Draft instructions based on the results of the statements (appeals) of the President provided for in subparagraph 4) The first part of this paragraph is drawn up in the form of an action plan approved by the order of the Head of the Presidential Administration.

     To protocols, decisions, as well as to the texts of instructions issued following the results of the activities provided for in subparagraph 2) The first part of this paragraph is accompanied by the consolidation of control over the implementation of instructions in accordance with Annex 5 and a paper copy of the electronic approval sheet in the Presidential Administration in accordance with Annex 6 to these Rules.

     The action plan (draft instructions), approved by the order of the Head of the Presidential Administration, is drawn up in a form similar to the consolidation of control, in accordance with Appendix 5 to these Rules.

     29. The procedure for preparing regional trips, socially significant events and meetings with the participation of the President is established by the Presidential Administration.

     The specifics of the preparation and coordination of draft presidential instructions based on the results of international events with his participation are determined by the President.

     30. When preparing draft presidential instructions, the following factors are taken into account::

     1) thoroughness of the issues raised and coordination with all interested government agencies and organizations;

     2) compliance with the strategic goals and objectives of the country;

     3) specific expected outcome and effectiveness;

     4) the reality of deadlines;

     5) economic feasibility and resource availability;

     6) independence and full responsibility of the Government for the implementation of economic policy.

     30-1. At the stage of preparation of draft instructions in the Presidential Administration, the level of the state body responsible for their control and the adoption of appropriate decisions are determined in the regulations on their implementation, resolutions of the President or the leadership of the Presidential Administration.

     The footnote. Chapter 4 was supplemented by paragraph 30-1 in accordance with the Decree of the President of the Republic of Kazakhstan dated 04.12.2023 No. 403 (effective from 02/01/2024).

     31. The responsible structural unit of the Presidential Administration submits the draft instructions of the President to the Head of the Presidential Administration at least four working days before the event with the participation of the President, if necessary coordinating it in a working manner with interested government agencies and organizations.

     32. The responsible structural unit of the Presidential Administration, within five working days after the event (from the date of completion of the working trip) with the participation of the President (except for international events), develops draft presidential instructions in accordance with paragraph 28 of these Rules.

     The draft instructions of the President are coordinated within one working day with the Government Staff or interested state bodies directly subordinate and accountable to the President.

     At the same time, the draft instructions of the President, the implementation of which affects the competence of the Government, are approved by the Prime Minister on paper.

     If necessary, the Presidential Administration may entrust the development and approval of draft presidential instructions within three working days to government agencies that were involved in organizing the event.

     The specifics of the preparation and coordination of draft instructions based on the results of Security Council meetings are determined by the Presidential Administration.

     33. If the state authorities are instructed to develop a draft of the President's instructions, the Presidential Administration shall ensure that it is reviewed and approved within three working days from the date of receipt, including for compliance with paragraph 30 of these Rules, as well as avoiding duplication with instructions previously given by the President.

The draft instructions of the President are coordinated only in electronic form with the State Legal Department, interested structural divisions of the Presidential Administration, the corresponding Secretary of the Security Council in charge of them, the First Deputy Head of the Presidential Administration, the Head of the Presidential Office, assistants and advisers to the President. The visas of the head of the responsible structural unit of the Presidential Administration, the corresponding supervising senior official, and the head of the General Department are issued both electronically and on paper. Draft instructions.

     Draft instructions are submitted to the Head of the Presidential Administration for approval and for signature by the President in paper and electronic form.

     34. The President may establish a different procedure and time frame for the preparation of draft instructions.

5. The procedure for the implementation of the Message of the President of the Republic of Kazakhstan

     35. In order to implement the President's message, a national action plan is being developed.

     36. Within two working days after the President's address, the responsible structural unit of the Presidential Administration, together with the interested structural units of the Presidential Administration, forms a draft national action plan in accordance with Annex 2 to these Rules and sends it to the Government Office in a working manner.

     The Government's office has been working on a draft national action plan with interested government agencies and organizations for two working days and sending it to the Presidential Administration.

     37. The draft national action plan is being finalized in a working manner, taking into account the comments and suggestions of the structural divisions of the Presidential Administration within two working days.

     In case of disagreement on the wording and timing of the events, the decision is made by the senior official of the Presidential Administration in charge of the structural unit responsible for preparing the national action plan, or by the Head of the Presidential Administration.

     38. The draft Presidential decree on approval of the national plan, finalized taking into account the comments and suggestions of the structural divisions of the Presidential Administration, interested state bodies and organizations, is submitted by Government decree to the Presidential Administration within two working days in electronic form.

     39. The draft presidential decree on the approval of the national plan, its coordination and approval shall be carried out in accordance with the procedure established by paragraph 24 of these Rules.

     40. After signing the draft presidential decree approving the national plan, the responsible structural unit of the Presidential Administration, in coordination with the interested structural units of the Presidential Administration, prepares control over its implementation within three working days. The consolidation is approved by the Head of the Presidential Administration.

     40-1. The Government's office, within twenty working days after the approval of the national plan, ensures the formation and completion of roadmaps for the implementation of the national plan in the project management information system.

     Operational monitoring of the implementation of the roadmaps for the implementation of the national action plan is carried out through the project management information system.

     If there are risks of late execution or other significant problems with non-fulfillment of instructions, the heads of the responsible structural divisions of the Presidential Administration inform and make appropriate proposals to the Head of the Presidential Administration.

6. The procedure for monitoring the execution of acts and instructions of the President of the Republic of Kazakhstan

     41. Control over the execution of acts and orders of the President is carried out by:

     1) Presidential Administration – in relation to the Government, central and local executive bodies, government bodies directly subordinate to and accountable to the President, other government bodies and organizations, as well as non-governmental organizations (as agreed);

     2) Government – in relation to central and local executive bodies, other state bodies and organizations, as well as non-governmental organizations (as agreed);

     3) central state and local executive bodies – in relation to subordinate organizations and officials.

     42. The objects of control of acts and orders of the President are:

     1) acts or paragraphs of acts of the President;

     2) instructions of the President (or points of instructions), data on the results of regional trips, international and socially significant events, statements (addresses) of the President, working meetings, expanded meetings of the Government with the participation of the President, meetings of advisory bodies, the Security Council, the Assembly of the People of Kazakhstan (sessions and Council) and other bodies headed by the President;

     3) personal instructions of the President, including those published on his official accounts and the official accounts of the Presidential Administration on social networks or mass media;

     4) instructions or points of instructions of the President on official and other documents, appeals of individuals and legal entities in the presence of a stamp "Bakylauga alyndy" on paper or a note on the status of control in the electronic card of the document.

     42-1. The Presidential Administration is being monitored:

     1) assignments related to the development and implementation of new approaches in strategic areas of socio-economic development of the state, issues of domestic and foreign policy, defense and security, legal and personnel policy, as well as aimed at solving systemic problems in management sectors;

     2) orders requiring amendments and additions to legislative acts or the adoption of a new code or law;

     3) assignments related to the implementation of major significant industrial, social and other projects;

     4) Instructions contained in the decisions of the Security Council, the Assembly of the People of Kazakhstan (session and Council);

     5) personal instructions of the President, including those published on his official accounts and the official accounts of the Presidential Administration on social networks and mass media;

     6) instructions given directly to the Presidential Administration and its senior officials, as well as requiring direct information from the President or the Head of the Presidential Administration;

     7) other significant assignments in accordance with the decision of the President or the leadership of the Presidential Administration.

     Current (local) assignments are not placed under the control of the Presidential Administration, with the exception of issues that have caused a public outcry.

     All other orders are placed under the control of the Government or a central State or local executive body in accordance with the control established or the content of a resolution by the President or the Head of the Presidential Administration, the State Adviser of the Republic of Kazakhstan, or the Secretary of the Security Council.

     At the same time, the Government exercises control over the execution of acts and orders of the President, which are transferred to the control of the Government and state bodies (with the exception of state bodies directly subordinate and accountable to the President).

     43-1. Monitoring of the implementation and final results of the execution of the President's instructions may be carried out by the Presidential Administration through scheduled or unscheduled inspections with visits to the inspection facility.

     Scheduled inspections are carried out according to the approved schedule of inspections of government agencies and organizations.

     Unscheduled inspections are carried out as part of thematic field visits by government inspectors, as well as employees of the structural divisions of the Presidential Administration.

     Verification is carried out by:

     1) requesting the necessary information (documents on paper and electronic media, including those posted on information facilities), as well as calling officials of the inspection facility to obtain information.;

     2) providing access to automated databases (information systems);

     3) audits and other forms of documentary verification;

     4) in other ways that do not contradict the legislation.

     State inspectors, as well as employees of the structural divisions of the Presidential Administration, have the right to involve specialists, consultants and experts from government agencies and organizations to participate in the audit.

     The procedure for conducting an audit by the Presidential Administration is established by the Regulations of the Presidential Administration. As part of the inspections, the Presidential Administration examines the progress of implementation and the achieved final result on instructions transferred to the control of the Government or a state body.

The procedure for conducting checks by the Government Staff on the progress of implementation and final results of the execution of the President's instructions is determined by the Government Regulations.

     44. In government agencies and organizations, the subjects exercising control over the execution of acts and orders of the President are the following officials:

     1) the first head of a government agency and organization, who provides general guidance, control and is responsible for the full, timely and high-quality execution of acts and instructions of the President;

     2) deputy first heads of government agencies and organizations who ensure full, timely and high-quality execution of acts and orders of the President in the supervised areas of work;

     3) the head of the staff of the state body, who organizes control over the execution of acts and orders of the President and compliance with executive discipline, including the timing of reporting information, ensuring effective interaction of departments of the state body in the execution of orders.

     In quasi-public sector entities and non-governmental organizations, the general management and control over the execution of acts and instructions of the President is carried out by their first managers upon agreement.

     The officials specified in subitems 1) and 2) of this paragraph, as well as officials of state co-executing bodies (organizations), with the exception of officials of non-governmental organizations, are personally responsible for the full, timely and high-quality execution of acts and instructions of the President.

     The official specified in subparagraph 3) of this paragraph is personally responsible for the organization of control over the execution of acts and orders of the President, compliance with executive discipline, including deadlines for the provision of reporting information.

     45. Issues of executive discipline in accordance with acts and instructions of the President on a systematic basis, at least once a month, are considered at staff meetings of the Government leadership, the first heads of state bodies and/or heads of central state and local executive bodies, the leadership of quasi-public sector entities with the identification and timely elimination of risks of non-compliance.

     46. For the purpose of full, timely and high-quality execution of acts and orders of the President in government agencies and quasi-public sector entities:

     1) no later than three working days from the date of receipt of the instruction from the President and the leadership of the Presidential Administration, at the level of the supervising political civil servant or official of a quasi-public sector entity (deputy first managers), a vision of the process and stages of execution is developed, including the identification of necessary labor and other resources, preparation and sending of relevant requests and letters;

     2) During the execution process (before the deadline), responsible employees and officials work together with the assigned structural units of the Government and the Presidential Administration, including for the preliminary development of basic approaches and areas of work.;

     3) At the level of supervising deputies of the first head of government agencies and quasi-public sector entities, systematic internal interim control and monitoring of the phased progress of the execution of the assignment are carried out, with scrum meetings and the exclusion of unnecessary official reports in accordance with the requirements of the Project Management Rules.

     Within two weeks from the date of receipt of the instructions from the President and the leadership of the Presidential Administration on the adoption of legislative amendments, the responsible government body submits to the Presidential Administration and the Government Staff a vision of the implementation process and its stages, agreed with the Ministry of Justice.

     47. Operational control and monitoring of the execution of individual acts and orders of the President can be carried out remotely through information systems that allow online or through end-to-end monitoring to monitor the progress and interim results of execution.

     48. The Ministry of Foreign Affairs of the Republic of Kazakhstan coordinates the work of state bodies and organizations responsible for the execution of acts and orders of the President following international events.

     The specifics of monitoring and reporting on the implementation of the President's instructions following the results of international events are determined by the President.

     48-1. The specifics of monitoring the execution of instructions from individuals and legal entities addressed to the President and his Administration are determined by the Presidential Administration.

     49. Government agencies and organizations whose representatives attended the meeting (meeting) are required to begin executing instructions immediately after the meeting (meeting), without waiting for them to receive the minutes of the meeting (meeting) or the signed instructions of the President.

     50. The execution of acts and instructions of the President is ensured within the time limits specified in these acts and instructions or the consolidation of control over their implementation, or within the time limits specified in resolutions of the President, the Head of the Presidential Administration, the State Adviser of the Republic of Kazakhstan, the Secretary of the Security Council.

     In cases where there are no deadlines for execution in the text of the act /instruction or the relevant resolution and no control is attached to the document, the deadlines are determined in accordance with the procedure established by the Presidential Administration and are reflected in the electronic card of the control order (in paper – for containing state secrets), as well as in the electronic document management system of government agencies.

     The deadlines for executing orders are calculated in working days from the date of their receipt by the state body and organization.

     51. Personal instructions of the President are subject to execution by all state bodies, organizations and officials within no more than two weeks from the date of signing the order, unless another deadline is specified in the text of the order itself.

     52. State bodies, organizations and officials (in the case of direct instructions from the responsible state body or organization) are obliged to begin executing the instructions of the President published in his official accounts and the official accounts of the Presidential Administration on social networks or mass media, immediately after publication, without waiting for the receipt of the fixed instructions of the President.

     The procedure for securing the President's instructions published in his official accounts and the official accounts of the Presidential Administration on social networks or mass media is determined by the Presidential Administration.

     53. Acts and instructions of the President, taking into account the established deadlines for execution, are subject to the following types of control::

     1) urgent – marked: "very urgent" – within three business days, "urgent", "accelerate" – up to ten business days;

     2) short–term - from ten working days to one month;

     3) medium–term - from one to six months;

     4) long–term - over six months.

     54. Disciplinary proceedings are being considered against officials who have violated the deadlines for providing information to the Presidential Administration on the execution of acts and orders of the President.

     55. If the act and instruction received from the Presidential Administration provide for joint consideration of the issue by state bodies and organizations, then the head of the state body (organization) indicated in the act and instruction first, or next to whose name is marked "(convocation)", is responsible for summarizing and submitting information to the Presidential Administration.

     56. In the event that the execution of acts and orders of the President, which are complex and interdepartmental in nature with a duration of more than six months, is assigned to two or more government agencies within their competence, and is also aimed at the formation and implementation of new or changing existing approaches, norms and rules in any industry /sphere / region, The state executive body, within ten working days after receipt of the document, develops an organizational action plan (roadmap) in accordance with Annex 3 to these Rules.

57. An organizational action plan (roadmap), developed by a central government body directly subordinate to and accountable to the President or not part of the Government structure, is approved by its first head after coordination with the Prime Minister (the person performing his duties) or an official authorized by him in cases where the organizational action plan (roadmap map) affects the Government's powers.

     If the Organizational Action Plan (roadmap), developed by another central government agency (organization), contains interdepartmental activities, it is approved by the supervising Deputy Prime Minister or the Head of the Government Staff.

     The organizational action plan (roadmap), developed by the local executive body, is approved by the akim of the relevant region, capital, city of republican significance.

     The plan of organizational measures (roadmap), which involves only the state executive body and, if necessary, its subordinate organizations, is approved by the first head of this state body.

     If necessary, an organizational action plan (roadmap) can be coordinated with the Presidential Administration in a working manner, including at the request of the structural unit of the Presidential Administration. Approval is carried out within five working days in accordance with the procedure established by the Presidential Administration.

     58. The procedure for drawing up and requirements for the content of the organizational action plan (roadmap) are determined by the Presidential Administration.

     59. An organizational action plan (roadmap) is necessarily developed when transferring orders to long-term control. The State executive body develops an organizational action plan (roadmap) in accordance with Annex 3 to these Rules.

     The procedure for approving an organizational action plan (roadmap) for assignments transferred to long-term control is similar to the procedure established by paragraph 57 of these Rules.

     The footnote. Paragraph 59 is amended by Decree of the President of the Republic of Kazakhstan dated 04.12.2023 No. 403 (effective from 02/01/2024).

     60. In the absence of an organizational action plan (roadmap), the decision of the first head of the state executive body (organization), if necessary, approves an action plan for the implementation of acts and instructions of the President.

     61. Coordination of the implementation of the Action Plan for the implementation of acts and instructions of the President, executed by the Government, is carried out by the corresponding Deputy Prime Minister.

     62. The implementation of national action plans is also monitored through their monitoring, which is carried out in the following order:

     1) the responsible state bodies and organizations, no later than January 15 of the year following the reporting year, send information on the implementation of the national plan based on the results of the reporting year to the authorized bodies for state and strategic planning in accordance with Appendix 4 to these Rules.;

     2) the authorized state planning body shall, no later than January 25 of the year following the reporting year, submit to the Government Staff information on the implementation of the national plan based on the results of the reporting year, as well as proposals for a draft report on the implementation of the national plan addressed to the Head of State.;

     3) no later than February 5 of the year following the reporting year, the Government Staff submits to the Presidential Administration information and a draft report addressed to the Head of State on the implementation of the national plan for the year, and the authorized body for strategic planning submits an independent assessment of the implementation of the national plan.;

     4) the reporting information of the Government's Office is reviewed by the structural divisions of the Presidential Administration for no more than five working days, with the conclusion subsequently sent to the structural division of the Presidential Administration responsible for the summary. The conclusion indicates possible risks in the implementation of the national plan, as well as suggestions for its further implementation.;

     5) the responsible structural unit of the Presidential Administration, no later than March 1 of the year following the reporting year, forms a draft report of the Head of the Presidential Administration to the President on the implementation of national action plans for the year.

     63. Interim monitoring of the implementation of national action plans is carried out in the following order:

     1) no later than July 5, responsible state bodies and organizations, following the results of the half-year of the reporting year, send information on the progress of the national plan to the authorized bodies for strategic and state planning in accordance with Appendix 4 to these Rules.;

     2) the authorized body for state planning shall, no later than July 15, submit to the Government Office information on the progress of the national plan implementation based on the results of the reporting half-year in accordance with Appendix 4 to these Rules.;

     3) no later than July 25, the Government Staff submits to the Presidential Administration information on the implementation of the national plan based on the results of the reporting half–year, and the authorized body for strategic planning provides an independent assessment of the implementation of the national plan.;

     4) information on the implementation of the national plan based on the results of the reporting half-year is reviewed by the structural divisions of the Presidential Administration no more than five working days from the date of their receipt by the Presidential Administration.

     The heads of the responsible structural divisions of the Presidential Administration, when identifying the risks of late, poor-quality, incomplete execution and other significant problems of non-fulfillment of instructions, inform and make appropriate proposals to the Head of the Presidential Administration.

     If necessary, the semi-annual results of the implementation of the national plan are heard at staff meetings of the Head of the Presidential Administration.

     64. If the instructions of the President contain the notes "very urgent", "urgent" and "accelerate", then the Presidential Administration immediately (on the same day) brings them to the state executing body (organization) and state co-executing bodies (organizations).

     65. Government agencies-co-executors (organizations) the acts and instructions of the President shall submit their proposals to the governing state body (organization) in the execution of acts and instructions assigned to:

     1) urgent control, marked "very urgent" – within one working day from the date of receipt of the order, "urgent", "accelerate" – no later than three working days in advance, unless otherwise specified by the relevant order;

     2) short–term control - no later than five working days before the deadline for execution, unless otherwise specified by the relevant order.;

     3) medium–term control and long-term control - no later than ten working days before the deadline for execution, unless otherwise specified by the relevant instruction.

     66. Reporting information on the progress of the implementation of acts and orders of the President includes information in accordance with Annex 7 to these Rules, except in cases established by a legal act of the Presidential Administration, reporting information on operational orders with a deadline of up to ten working days, as well as related to the provision of information and reference materials for meetings and other international and socially significant events.

     The reporting information on the implementation of the documents of the state planning system is submitted to the Presidential Administration in accordance with the requirements of the State Planning System in the Republic of Kazakhstan.

     66-1. If necessary, the Presidential Administration may decide to establish an interim monitoring period with official information on a periodic basis (monthly, quarterly, or semi-annually, annually).

     The submitted interim reports of government agencies, with the exception of summary reports of the Government Staff on the progress of the implementation of presidential instructions following international events, are subject to review by the Secretary of the Security Council, First Deputy Head of the Presidential Administration, Head of the Presidential Office, assistant or adviser to the President, depending on the areas under his supervision.

     If the instruction does not set an interim deadline for informing the Presidential Administration, then monitoring and monitoring of its implementation is carried out at the level of the structural divisions of the Presidential Administration in a working manner, including through the exchange of information via official e-mail, the use of appropriate information system functionality, hearings and inspections.

If there are risks of late execution and other significant problems of non–fulfillment of orders, the heads of responsible structural divisions of the Presidential Administration inform and make appropriate proposals to the Head of the Presidential Administration, on instructions given personally to the State Adviser of the Republic of Kazakhstan and not requiring personal information from the President, to the State Adviser of the Republic of Kazakhstan, on instructions contained in the decisions of the Security Council, to the Secretary of the Council Security.

     66-2. Control over the complete, timely and high-quality execution of acts and instructions of the President is carried out by:

     1) conducting periodic monitoring of the execution of orders in order to prevent deviations from planned targets, which in the future may lead to negative consequences, including through project management, online services, video services, and so on.;

     2) requesting the necessary official information through an electronic document management system, including using official e-mail, state informatization facilities;

     3) hearing and discussing reports and performance reports;

     4) audits and other forms of documentary verification;

     5) on-site inspections;

     6) other ways that do not contradict the legislation.

     66-3. Monitoring and interim control of the progress of execution of individual orders are carried out without using the format of periodic reporting, including on the following issues::

     1) construction and commissioning of construction sites, monumental art structures or their reconstruction (repair) – through on-site visits, as well as online remote monitoring using the capabilities of remote monitoring systems, including video surveillance, provision of photo and video recordings.

     At the same time, the provision of photo and video recordings of these facilities, as well as video surveillance, is provided by the state executive body with the possibility of access to it by responsible employees of the Presidential Administration.;

     2) digitalization – through the presentation of the functionality of a test or trial information system, other informatization facilities, as well as the provision (if possible) of access rights to an information system put into commercial operation.;

     3) adoption of legislative amendments or a new legislative act – by requesting information from responsible government agencies on the progress of the implementation of such instructions, monitoring the state of the legislative process in the Parliament of the Republic of Kazakhstan, as well as using the information system of the legislative process with preliminary official approval with the Presidential Administration in accordance with the established procedure of draft laws or legislative amendments indicating specific names of laws;

     4) conducting socially significant, jubilee and international events, naming streets and objects of state property – through working control of the course of the organization of the event and monitoring the result of execution upon the event, confirmed by the participation of the President or the leadership of the Presidential Administration, the Government, responsible employees of the Presidential Administration or the Government Apparatus or coverage of the event, the fact of naming streets and objects of state property ownership in the media.

     During the period of implementation of orders, in cases of risks of failure to complete the work and (or) impossibility of execution due to various circumstances, the state executing agency immediately informs the responsible structural unit of the Presidential Administration about this.

     The heads of responsible structural divisions of the Presidential Administration, when determining the risks of late, poor–quality, incomplete execution and other significant problems of non-fulfillment of the instructions specified in this paragraph of the Rules, inform and make appropriate proposals to the Head of the Presidential Administration, on instructions given personally to the State Adviser of the Republic of Kazakhstan and not requiring personal information from the President, the State Adviser of the Republic of Kazakhstan, on instructions contained in the decisions of the Security Council, – To the Secretary of the Security Council.

     The footnote.      67. Information from the Government on the progress of the implementation of acts and orders of the President is submitted to the Presidential Administration under the signature of the Prime Minister, the corresponding Deputy Prime Minister or the Head of the Government Staff, depending on the addressee of the resolution of the President, the Head of the Presidential Administration or the Secretary of the Security Council.

     Interim reporting information on the implementation of acts and instructions of the President, addressed to the First Deputy Head of the Presidential Administration, the Head of the Presidential Office, assistants and advisers to the President, may be signed by the Deputy Heads of the Government Staff, deputy first heads of government agencies and members of collegial bodies.

     68. If the clauses of the acts or instructions of the President cannot be fulfilled within the prescribed period, the head of the state executing agency (organization) shall, no later than the prescribed period, submit a letter to the Presidential Administration indicating the current state of execution and providing a reasoned justification for the need to extend the deadline or transfer it to medium- or long-term control. At the same time, the specific deadline for execution, responsible political civil servants of the state executing body, as well as state co-executing bodies and officials of organizations are indicated.

     69. The extension of the deadlines for the execution of paragraphs of acts or orders of the President or their transfer to medium-term or long-term control is allowed no more than once by decision of the President or the Head of the Presidential Administration on the basis of an expert opinion from a structural unit of the Presidential Administration or its consent to a proposal from the Government or a state executive body authorized by responsible officials of the Presidential Administration.

     According to the instructions contained in the decisions of the Security Council, the decision to extend the period of execution and transfer them to medium- or long-term control is made by the Secretary of the Security Council.

     The decision to transfer to medium-term control is made if it is impossible to complete the execution of the order and/or achieve the final result within the originally established period due to objectively prevailing external circumstances.

     The decision to transfer to long-term control is made in cases where it is impossible to complete the execution of the order by the deadline due to objectively prevailing external circumstances, as well as the need to monitor the effectiveness of the results of the execution of the order or its impact on the achievement of strategic development indicators of the country.

     The extension of the term of execution of orders (the first extension) is allowed by decision of the President or the Head of the Presidential Administration with consideration of the issue of disciplinary liability of guilty officials.

     70. According to acts or instructions of the President, on the basis of an expert opinion from a structural subdivision of the Presidential Administration or a letter from the responsible state executive body, a decision may be made to set a new deadline (postponement) for execution in cases where:

     1) The instruction on the content was fulfilled, but the issue was left under control to assess its final effectiveness and effectiveness, and to introduce new proposed approaches.;

     2) There was a need to work out additional issues within the framework of the qualitative and comprehensive implementation of the previously given instructions.;

     3) The implementation of the order is directly related to other orders, the execution dates of which have been extended or postponed.;

     4) Restrictions have been introduced in the organization of the work of government agencies and organizations related to the state of emergency, emergency situation and quarantine measures.

     The decision on setting a new deadline (postponement) for the execution of acts or orders of the President is made by the President or the Head of the Presidential Administration.

     The decision on setting a new deadline (postponement) for the execution of instructions contained in the decisions of the Security Council is made by the President or the Secretary of the Security Council.

71. The extension of deadlines for execution, transfer to medium- and long-term control, and the establishment of a new deadline for the execution of presidential instructions on official and other documents specified in subparagraph 5) of paragraph 42 of these Rules, given personally to the State Adviser of the Republic of Kazakhstan and not requiring personal information from the President, may be carried out by a decision of the State Adviser of the Republic of Kazakhstan.

     72. The repeated extension of the deadline for the execution of instructions within the framework of the national action plan for the implementation of the President's address to the people of Kazakhstan and his election program is allowed in exceptional cases by decision of the President with consideration of the issue of disciplinary responsibility of the first heads of state bodies and organizations, as well as the corresponding deputy first heads of state bodies-co-executors (organizations).

     The repeated extension of the deadline for the execution of paragraphs of acts or instructions, with the exception of the cases specified in part one of this paragraph, is allowed by decision of the President or the Head of the Presidential Administration with consideration of the issue of disciplinary liability of political civil servants and responsible officials of organizations.

     The repeated extension of the deadline for the execution of instructions contained in the decisions of the Security Council is allowed in exceptional cases by decision of the President or the Secretary of the Security Council with consideration of the issue of disciplinary liability of political civil servants and responsible officials of organizations.

     Information on the measures taken is submitted to the Presidential Administration within a period of no more than one month.

     73. If a proposal is made to extend the deadline for the execution of paragraphs of acts or instructions of the President, the issue of punishing the first heads of state bodies (organizations), as well as, if necessary, responsible political officials of the Government on the instructions assigned to them, is considered more than twice.

     74. The extension of the deadlines for the execution of personal orders of the President is carried out only by the President, with the exception of orders published on his official accounts and the official accounts of the Presidential Administration on social networks and the media.

     74-1. The procedure for monitoring the execution and making decisions on extending the deadline, transferring to medium- and long-term control according to acts and instructions of the President, for which control of execution was initially assigned to the Government or central and local executive bodies, organizations, as well as the Presidential Administration transferred to them, is similar to the procedure established by the norms of paragraphs 50-73 of these Rules. The level of decision-making is determined by Government Regulations or internal regulations of central and local government agencies and organizations, respectively.

     75. The grounds for removing items of acts and orders from control are:

     1) full and high-quality execution, including the signed law, the adopted act of the President or the Government;

     2) a new presidential order, covering (duplicating) the previously given order;

     3) impossibility of execution due to the objective circumstances that have arisen;

     4) transfer of further control of execution to the Government or other government agency or organization.

     75-1. Following the results of the year, the Government and other government agencies shall submit to the Presidential Administration information on the status and results of control over the execution of orders submitted for their control in accordance with the prescribed form in accordance with Appendix 8 to these Rules. The Government's report is submitted to the Presidential Administration under the signature of the Deputy Prime Minister or the Head of the Government Staff, depending on the areas under its supervision, and the structure should include assignments in areas under the supervision of Government ministries.

     76. The removal from control of the points of acts and orders of the President is carried out by the President or the Head of the Presidential Administration.:

     1) at the suggestion of the state executive body (organization) on the basis of an expert opinion of the structural unit of the Presidential Administration or its consent, issued by visas of responsible officials of the Presidential Administration.;

     2) based on the expert opinion of the structural unit of the Presidential Administration based on the results of on-site inspections of the Presidential Administration, as well as audits and other forms of documentary verification.

     The removal from control of orders transferred to the control of the Government or a state body in accordance with subparagraph 4) of paragraph 75 of these Rules is carried out by the Prime Minister or his deputy, the first head of the relevant state body.

     If it is established that an item of the President's order has been removed from control in violation of the requirements of subitems 1), 2) and 3) of paragraph 75 of these Rules, the President or the Head of the Presidential Administration, based on an expert opinion from a structural unit of the Presidential Administration, decides to resume control and extend the deadline for the execution of such an item of the order.

     The removal from control of the instructions contained in the decisions of the Security Council is carried out by the President or the Secretary of the Security Council.

     The removal from control of the instructions contained in the decisions of the Assembly of People of Kazakhstan is carried out by the President or the Head of the Presidential Administration.

     76-1. The removal from control of the orders specified in paragraph 66-3 of these Rules is carried out in the following order:

     on the instructions specified in subparagraph 1) of paragraph 66-3 of these Rules, – on the basis of an official memo from the responsible structural unit of the Presidential Administration on the fact of the construction (establishment) of monumental art structures, without submitting an official report from the responsible state executing body, and on construction, reconstruction (repair) of other construction facilities. – based on the final reporting information of the state executing agency on the completion of construction works with commissioning and their readiness for further use according to their intended purpose;

     on the instructions specified in subparagraph 2) of paragraph 66-3 of these Rules, – on the basis of an official memo from the responsible structural unit of the Presidential Administration on the commissioning of digitalization facilities and testing of their functionality, with the provision of a final report from the responsible government agency on achieving the final results.;

     on the instructions specified in subparagraph 3) of paragraph 66-3 of these Rules:

     if the instruction in the form of completion and/or the final result provided for the adoption of a separate legislative act with a specific name reflecting the subject of regulation, upon signing by the President, without submitting an official report of the state body and without submitting an expert opinion of the responsible structural unit of the Presidential Administration.;

     If the content of the instruction provided for the adoption of amendments to the legislation, based on an expert opinion from the responsible structural unit of the Presidential Administration, indicating the specific names of the adopted legislative acts and a summary of the execution of the instruction, without submitting an official report from the responsible state executing agency.;

     on the instructions specified in subparagraph 4) of paragraph 66-3 of these Rules – upon the fact of holding an event, naming streets and objects of state property, without submitting an official report of the state body and without submitting an expert opinion of the responsible structural unit of the Presidential Administration.

     77. The removal from control of the President's personal instructions and instructions published on his official accounts and the official accounts of the Presidential Administration on social networks is carried out only by the President.

     78. Removal from control of the President's instructions on official and other documents specified in subparagraph 5) of paragraph 42 of these Rules, given personally to the State Adviser of the Republic of Kazakhstan and not requiring personal information from the President, may be carried out by a decision of the State Adviser of the Republic of Kazakhstan.

     79. Items of acts and orders of the President controlled at the level of the Presidential Administration are removed from control by the state executing body (organization) only after they are removed from control by the Presidential Administration in accordance with the established procedure.

80. Following the results of the year, the Head of the Presidential Administration reports to the President on:

     1) the status and results of control over the execution of acts and orders of the President;

     2) during the implementation of national action plans and the presidential election program.

     80-1. Following the results of the year, the Government submits to the Presidential Administration a report and a conclusion on the implementation of the documents of the state planning system.

     81. Government agencies systematically ensure that the population of the country is informed, including in the media and social networks, about the progress and results of the implementation of acts and instructions of the President.

7. The procedure for monitoring regulatory legal decrees

     82. Monitoring of the regulatory legal decrees of the President (hereinafter referred to as the decrees) is carried out in order to identify contradictions in the adopted decrees to the legislation of the Republic of Kazakhstan, duplications, gaps, inefficiently implemented, outdated and corrupt legal norms and to develop proposals for their improvement by forecasting, analyzing, evaluating the effectiveness of the implementation of the adopted decrees.

     83. The monitoring of the decrees is carried out by the state agencies-developers on an ongoing basis.

     84. The monitoring of decrees prepared by the Presidential Administration is carried out directly by the structural divisions that developed them.

     85. Information on the results of monitoring and, if necessary, proposals on making amendments and (or) additions to the relevant decrees or declaring them invalid are sent to the Presidential Administration by December 31 of the current year.

     86. Methodological recommendations for monitoring decrees, requirements for the information provided, as well as the procedure for interaction between structural divisions of the Presidential Administration and government agencies that develop decrees on the monitoring of decrees are approved by the Head of the Presidential Administration.

     87. In order to collect, record and store information about the decrees used for their monitoring, the Presidential Administration maintains a register of decrees in electronic form.
