1. The national security bodies of the Republic of Kazakhstan identify, prevent and suppress emergency situations caused by mass crossing of the State border of the Republic of Kazakhstan from the territories of neighboring states; attempts to forcibly change the constitutional order of the Republic of Kazakhstan; acts of terrorism; actions aimed at forcibly seizing power or forcibly retaining power in violation of the Constitution of the Republic of Kazakhstan; sabotage; armed rebellion.

In this case, the state body for the elimination of social emergencies provided for in part one of this paragraph is a local executive body.

2. The internal affairs bodies of the Republic of Kazakhstan prevent and eliminate emergencies caused by mass riots; interethnic and interfaith conflicts; the blockade or seizure of certain areas, particularly important and strategic facilities; the organization and activities of illegal armed groups.

3. The Ministry of Defense of the Republic of Kazakhstan participates in the prevention and elimination of social emergencies caused by provocative actions by other States with the aim of imposing an armed conflict, violations of the territorial integrity of the Republic of Kazakhstan.

4. The heads of state bodies for the prevention and elimination of social emergencies and their territorial bodies are personally responsible for the fulfillment of the tasks assigned to these state bodies.

The Law of the Republic of Kazakhstan dated February 8, 2003 No. 387.

This Law establishes the grounds, terms, procedure for the introduction and operation of a state of emergency throughout the territory of the Republic of Kazakhstan or in its individual localities, and the legal regime of a social emergency.
